Book excerpt: Global crime governance has emerged as an important component of world politics. It is manifested in national and international agendas, the proliferation of global regulations, growing international budgets, and the enlarged mandates of international organizations. As a result, the definition and prosecution of crime is now increasingly homogenous, but it also shows variance: some crime policies are institutionalized coherently or attached to strong international organizations, while others are weak or dispersed across different forums. Based on sociological institutionalism, this book examines questions of structural variance in the institutional design of global governance. It shows that the interplay of strong actors and rationalization principles lead to more coherent forms of global crime governance, while normative arguments related to crime are more likely to result in fragmented forms. In consequence — and contrary to many scholars' assumptions — global crime governance is strongest in those areas that are least attached to moral statements. The book develops a theory of society and applies this framework to explaining the sources and consequences of institutional design. Drawing on qualitative and quantitative methods, the text analyzes the origins of global regulations, how they are disseminated, and why differences exist. The role of the United States in creating global rules and disseminating them is emphasized. Readers interested in international relations, global governance, globalization studies, world society studies, and criminology will benefit from the theoretical and empirical results of this book.

Book excerpt: International law makes it explicit that states shall not intervene militarily of otherwise in the affairs of other states; it is a central principle of the charter of the United Nations. But international law also provides an exception; when a conflict within a state poses a threat to international peace, military intervention by the UN may be warranted. (Indeed, the UN Charter provides for an international police force, though nothing has ever come of this provision.) The Charter and other UN documents also assert that human rights are to be protected—but in the past the responsibility for the protection of human rights has for the most part been allowed to rest on the government of the state where the violation of rights occurs. Not surprisingly in this context, the question of what protection (if any) should be provided by the UN or otherwise to individuals when their human rights are violated by their governments or with the complicity of their governments remains a contentious issue. Should the principle of respect for state sovereignty trump the principle of respect for human rights? In this volume contributors grapple with a specific case: was the North Atlantic Treaty Organization (NATO) intervention in Kosovo legally or morally acceptable? The contributors all have doubts on this score, and several argue strongly that the intervention was both legally and morally unjustified. A companion volume, Humanitarian Intervention: Moral and Philosophical Issues focuses on the philosophical principles involved in this sort of question; this volume, on the other hand, focuses as much or more on the political as on the philosophical.

Kuperman exposes such conventional wisdom as myth. Combining unprecedented analyses of the genocide's progression and the logistical limitations of humanitarian military intervention, Kuperman reaches a startling conclusion: even if Western leaders had ordered an intervention as soon as they became aware of a nationwide genocide in Rwanda, the intervention forces would have arrived too late to save more than a quarter of the 500,000 Tutsi ultimately killed. Previous literature has focused on how EMU came into being and on the policy issues that it raises. European States and the Euro seeks to move the discussion forwards by offering the first systematic evaluation of how it is affecting EU states, both members and non-members of the Euro-Zone. It is the first book to explicitly situate EMU in the growing literature on Europeanization. It examines the effects on public policies, political structures, discourses, and identities. The book seeks to identify the scope of EMU's effects, the direction that it imparts to political and policy changes, the mechanisms by which it produces its effects, and the role of domestic institutions, political leadership and specific forms of discourse in shaping responses. In addition, the book assesses how, and with what effects, EMU is affecting key policy sectors labour markets and wages, welfare states, and financial market governance. What conditions the degree of convergence discernible in these sectors? Finally, the book seeks to 'contextualize' EMU by assessing its effects both in comparison with other variables like globalization and in a historical perspective of the European Monetary System as a 'training ground'. The book combines sectoral and country case studies with a thematic treatment by recognized experts in their fields. It moves from globalization, through EU-level changes, to member states and finally to specific sectors. The main conclusions are that EMU is most important in affecting the timing, tempo and rhythm of domestic change that these changes are experienced pre-eminently at the level of policy; that it strengthens pressures for convergence; but that different domestic institutional arrangements and discourses lead to variations in policy processes and effects and in the way change is 'framed'. In particular, whilst EMU contains a neo-liberalizing tendency exhibited most clearly in financial market effects, it is not to be characterized as a neo-liberal project by means of which the EU is becoming an economic and social space simply converging around Anglo-American market capitalism.
