Specifically, the Allied operations in and around New Guinea demonstrated a unique confluence of geographic and operational factors that required joint operations to effectively execute a military campaign. Although the Air Force did not exist as a separate service at this time, the concept of integrating air, land, and sea forces nevertheless draws similar parallels to today's joint force structure. As such, using current joint doctrine to evaluate this historic campaign can provide a framework to highlight some of the reasons for success as well as validation of the usefulness of the doctrine for future campaigns. To effectively evaluate this campaign through the vehicle of joint doctrine, it must not only encompass the actual effects of operations, but also should include the planned effects of the operations. Using the principles of joint operations as a common thread to link planning through execution and the resultant effects will highlight the continuity of the effectual use of the principles of joint operations in warfare."--Abstract.

In addition to blunting the Japanese thrust toward Australia and the transpacific line of communications, it put General MacArthur's forces in a favorable position to take the offensive. But this little known campaign is significant for still another reason. It was the battle test of a large hitherto-inexperienced U.S. Army force and its commanders under the conditions which were to attend much of the ground fighting in the Pacific. Costly in casualties and suffering, it taught lessons that the Army had to learn if it was to cope with the Japanese under conditions of tropical warfare. Samuel Milner holds a graduate degree in history from the University of Alberta and has done further graduate work in political science at the University of Minnesota. During World War II, he served in Australia and New Guinea as a historian with the Air Transport Command, Army Air Forces. Upon completing Victory in Papua he left the Office of the Chief of Military History to become historian of the Air Weather Service, U.S. Air Force.

Book excerpt: The Japanese seizure of Rabaul on New Britain in January 1942 directly threatened Northern Australia and, as a result, General Douglas MacArthur took command of the Southwest Pacific Area. In July 1942, the Japanese attacked south across the Owen Stanley mountain range. Thanks to the hasty deployment of Australian militiamen and veteran Imperial Force troops the Japanese were halted at Ioribaiwa Ridge just 27 miles from Port Moresby. MacArthur’s priority was to regain Northeast New Guinea and New Britain. The capture of airfields at Buna and reoccupation of Gona and Sanananda Point were prerequisites. The Allied offensive opened on 16 November 1942 with Australian infantrymen and light tanks alongside the US 32nd Infantry Division. Overcoming the Japanese and the inhospitable terrain in tropical conditions proved the toughest of challenges. It remains an achievement of the highest order that the campaign ended successfully on 22 January 1943. This account with its clear text and superb imagery is a worthy tribute to those who fought and, all too often, died there.

General George Churchill Kenney arrived in the South- west Pacific theater in August 1942 to find that his command, if not in a shambles, was in dire straits. The theater commander, General Douglas MacArthur, had no confidence in his air element. Kenney quickly changed this situation. He organized and energized the Fifth Air Force, bringing in operational commanders like Whitehead and Wurtsmith who knew how to run combat air forces. He fixed the logistical swamp, making supply and maintenance supportive of air operations, and encouraging mavericks such as Pappy Gunn to make new and innovative weapons and to explore new tactics in airpower application. The result was a disaster for the Japanese. Kenney's airmen used air power-particularly heavily armed B-25 Mitchell bombers used as commerce destroyers-to savage Japanese supply lines, destroying numerous ships and effectively isolating Japanese garrisons. The classic example of Kenney in action was the Battle of the Bismarck Sea, which marked the attainment of complete Allied air dominance and supremacy over Japanese naval forces operating around New Guinea. In short, Kenney was a brilliant, innovative airman, who drew on his own extensive flying experiences to inform his decision-making. General Kenney Reports is a book that has withstood the test of time, and which should be on the shelf of every airman.
