Since then much detailed research has been undertaken, particularly on the Armada, the end of Henry VIII's reign and the early Elizabethan period. As a result, it has been generally thought that the navy went through a series of booms and slumps during the sixteenth century. Further research on the intervening periods now presents a much more even picture of development, although the pace of advance was uneven. At the same time naval history has tended to be seen in isolation, presented by special naval experts. It is better understood as a part of the general administrative, political and above all financial history of the period. This book is designed to present a whole story, set in its proper contemporary context.

He inherited no more than seven warships from his father King Henry VII, yet at his own death the King's Navy had 53 seaworthy ships afloat (much the same size as the Royal Navy today) manned by almost 8,000 sailors. Here was the springboard for Queen Elizabeth's captains (such as Francis Drake) a decade later. As G R Elton has commented (in 'England Under he Tudors') Henry VIII originally needed a navy to hold the English Channel and blockade the enemy while he invaded France. Later when invasion from the continent grew serious Henry's navy fought in many actions. Moorhouse doesn't only deal with seagoing exploits. Thanks to Henry VIII dockyards were built (Greenwich and Deptford), timber had to be felled in quantities previously unknown (from land seized during the dissolution of the monasteries), and hemp (for rope) was harvested; new skills were developed, not least the gun-founders and the master shipwrights. Some of the ships were celebrated - 'Henry Grace a Dieu' (aka 'Great Harry') was the biggest ship in the world - 1,000 tons, 122 guns, crew of 700 and the 'Mary Rose' (500 tons, 80 guns, 40 crew) became one of the most famous after she heeled over too far, took water and sank with the loss of almost all hands off Portsmouth. In addition to guarding the Channel (three sea wars against the French during Henry's reign) there were naval skirmishes against the Scots. Moorhouse makes parallels with events 400 years later off Normandy. KING HARRY'S NAVY draws on Moorhouse's special skills of description and atmosphere, which critics invariably comment on when reviewing his books.

Book excerpt: For all the romantic mythology surrounding the court of Queen Elizabeth I, the financial underpinning of the reign of 'Gloriana' was decidedly sordid. Elizabeth's policy of seizing foreign assets made her popular at home but drew her into a public/private partnership with pirates who preyed on the state's foes and friends alike, being rewarded or punished depending on how much of a cut the Queen received, rather than the legitimacy of their action. For this reason the rule of law at sea was arbitrary, and almost non-existent. Even those, such as the Lord Admiral and the Court of Admiralty, who were tasked with policing the seas and eliminating piracy, managed their own pirate fleets. While honest merchants could rail and fail, the value to the exchequer of this dubious income was enormous, often equalling, on an annual basis, the input from all other sources such as taxation or customs dues.?However, the practice of piracy taught English seamen how to fight and, when the nation was at its greatest peril, in 1588, it was pirates who kept the Armada away from the coast. Effingham, Grenville, Ralegh and Drake, became 'admirals all for England's sake', but this highly original book argues that their deeply ingrained piratical approach to naval warfare almost allowed the Armada to succeed. This is only one of a number of startling insights into the reality of Elizabethan naval policy offered by this honest and eminently readable reappraisal.
