Book excerpt: The Federal Clean Water Act (CWA) established a program to restore and maintain the integrity of the nation's water. To implement the Clean Water Act, Congress directed the U.S. Environmental Protection Agency (EPA) to issue effluent limitation guidelines, pretreatment standards, and new source performance standards for industrial discharges. The shipbuilding and repair industry has been selected to be included in the future proposed regulations for the federal categorical effluent limitations and standards defined as Metal Products and Machinery (MP & M). The development of this new proposed effluent guideline is the result of a consent decree, NR5C et al v. Reilly. At present, some shipyards or shipyard process wastewaters are regulated under the Metal Finishing categorical effluent standard which was promulgated in 1982 (40 CFR Part 433). Certain industries including the shipbuilding and repair industry, which are currently regulated under the Metal Finishing Category, will be incorporated into the new proposed MP & M standards.

Book excerpt: In late July, the U.S. Environmental Protection Agency ("EPA" or "the Agency") submitted proposed effluent limitation guidelines ("ELGs") for the metal products and machinery ("MP & M") industrial sector to the Office of Management and Budget ("OMB") for review prior to submission to the EPA Assistant Administrator for Water for signature and subsequent publication in the Federal Register. The proposal is expected to be signed in late October. Publication -- the official date of proposal -- will occur approximately two months after signature At that time, approximately 90 days will be provided for comment, with an extension of between 30 and 60 days possible. This memorandum summarizes our latest understanding of what the ELG proposal will look like for the shipbuilding industry and provides an update on general issues related to the MP & M ELG rulemaking. I. SHIPBUILDING UNDER THE MP & M ELG Currently, with respect to the shipbuilding and repair industry, it is our understanding that the proposal is very similar to the expected proposal we discussed in our August 14, 2000 memorandum. In sum, shipbuilding facilities will be addressed under two parts of the rule: (1) dry docks will be covered by a separate subcategory; and (2) all other shipbuilding (on shore) operations will be under the "general metals" subcategory. A. Dry Dock Operations EPA will propose ELGs only for direct dischargers in the dry docks subcategory. EPA has confirmed that dry docks that are indirect dischargers (facilities that discharge their wastewater to a publicly owned treatment works ("POTW")) will not be subject to ELGs, primarily due to the low pollutant removals that an ELG would accomplish and high cost-ineffectiveness of removing the pollutants that are present.

Book excerpt: This report is a handbook/guide for the shipbuilding and ship repair industry to develop Best Management Practices (BMPs). Thus, the handbook may be useful for fulfilling various federal, state, and local environmental requirements. This guide was prepared to supply generally acceptable BMPs that can be applied to shipyards throughout the nation. The BMPs are written in a generic nature to allow for various shipyard sizes and geographical locations. Specific BMPs need to be developed for individual shipyard permits based upon local requirements and circumstances. The BMPs supplied in this guide address water quality issues and suggest methods to minimize the potential for water pollution. In many cases, the BMPs supplied in this document overlap existing laws and regulations (i.e., Spill Prevention Control Countermeasure Plan). The Best Management Practices (BMPs) developed by this project and published in this document are guidelines to assist in the control and prevention of potential water pollution in the shipyard environment. These recommendations or guidelines are intended to be interpreted and applied by environmental engineers and other qualified persons trained in this discipline. The BMPs are not developed for use as legal standards and the National Shipbuilding Research Program (NSRP) does not advocate their use as such. However, it is recommended that individuals and organizations use these recommendations and guidelines as a supplement to their environmental program.

Book excerpt: In 1991, the National Shipbuilding Research Program (NSRP) approved a project with the original intent of transferring the parameters of the Steel Structures Painting Council (SSPC) Painting Contractor Certification Program (PCCP) to U.S. Shipyards. The PCCP included requirements for quality improvement and quality assurance throughout a contracting organization, such as a third party invited by a shipyard to conduct work in ship repair or maintenance activities. Following extensive review of the purpose and content of the project by the National Shipbuilding Research Program SP3 Panel volunteer group, the direction of the project was altered. The feeling of the review group was that an effort which embodied the quality components of the original PCCP program. decoupled from the external review and certification aspects, was appropriate. As the primary products of this research project. SSPC developed Quality Program Training Modules. These training modules were designed for use at shipyards that rarely employ external contractors and offer training and skill improvement to both trainers and Deckplate personnel. SSPC. in conjunction with Bath Iron Works (BIW) and representatives of the United States Navy's Inspector Group. conducted a series of training sessions offering the substance of this Quality Program to both Deckplate and managerial personnel.

Book excerpt: Following the premise of engineering standards, Standard planning Modules represent production work package arrangements which are predefined to simplify the creation of planning networks at the central planning level. The approach centers around the notion that a vast majority of production activities can be established without the aid of available, detailed engineering. The creation of workpackages under this approach is dependent solely upon historical production performance, adaptation of work from previous vessels of the same class, specific details provided by the vessel's specification, and general arrangement engineering drawings. Final production schedules, at the workpackage level, become a derivative of the planning schedule as detailed information becomes available from engineering, material procurement, and other sources. The nature of planning a ship's construction has historically dictated that most, if not all, of the ship's details be known. Working from production drawings, Planning generates the varied labor workpackages necessary to support the fabrication and installation of steel and systems, Since Planning waits for such detail to be available, the timing of the production schedule development tends to occur immediately before those schedules are needed by the yard. In fact, a common complaint of many shipyards is that the production schedules are often published after preliminary construction has begun, normally in the form of steel cutting and substructure assemblies.

Paper No. 7: The Avondale Pipe Shop: Hardware and Software Status. Approximately five (5) years ago Avondale Shipyards in cooperation with the Maritime Administration developed a plan for a semi-automatic pipe fabricating facility. Our study has been conducted at our main pipe shop and utilized manual fitting, welding and burning as a base along with our original ship layout and flow diagram. We originally had a production capacity of 50 - 55 spool pieces per day with a complement of 76 people in this department. Basic changes which we have accomplished during this study, such as wire-feed welding in lieu of stick welding, provision of cutting station, installation of contour cutting machines and utilization of a limited amount of turning and manipulation equipment has increased our production to 60 - 65 spool pieces per day. During our investigation we made 42 onsite facility surveys. Nineteen foreign facilities and 23 domestic facilities were visited. We conferred with 26 equipment manufacturers and consultants. We maintained technical liason with 11 foreign and domestic shipyards. Initially the concept was determined, which established the fundamental equipment requirements necessary for inclusion in a semi-automatic pipe fabrication system. Utilizing the fundamental equipment requirement as a base we proceeded to investigate the design capability of existing equipment manufacturers. During this investigation, we determined that the equipment required would be listed in the three following catagories: 1. Existing 2. Existing, requiring modifications 3. Non-existing requiring the design and manufacture of a prototype. Upon conclusion of the feasibility study, we entered into a contract with the Maritime Administration. The primary objective is to design and install a cost effective and semi-automated method of fabricating pipe which will reduce the labor, material handling, storage space and required fabrication area.

J. McMullen Associates has undertaken the task of developing a set of functional design drawings for subsystem components which should result in improved productivity through application of zone outfitting and outfit package concepts. This marks the first time that a firm other than a shipbuilder has become a participant in the standards program effort.

The NPDES program established limitations on wastewater, storm water and other water discharges from industrial operations. Shipbuilding is considered an industrial activity thus, discharges of water associated with shipbuilding are required to conform to the requirements of the Clean Water Act (CWA). Shipyard process areas most commonly affected by the CWA are drydocks, graving docks, painting facilities, railways, and maintenance facilities.

Book excerpt: Ishikawajima-Harima Heavy Industries/IHI-Marine Technology is developing a long-range plan for the U.S. shipbuilding standards program under a subcontract with Bath Iron Works Corporation acting in its capacity as manager of the Ship Producibility Program. Primary emphasis of the long-range plan is directed at near term (2 to 3 year) priorities to achieve maximum benefits at both industry and individual shipyards levels. Secondary emphasis is aimed at developing midterm (5 to 7 year) and long-term (10 to 20 year) goals to serve as planning guidelines for ongoing efforts. The basic goals and objectives of the U.S. shipbuilding standards program long-range plan are summarized. Included are such examples as the need to reduce design and engineering cycle time costs, the need to shorten manufacturing lead times for critical materials, and the desirability of implementing outfit unit construction and accuracy control concepts. The recommended organizational infrastructure for standards development is addressed, and appropriate divisions of responsibility among ASTM Committee F-25 on standards, SNAME Panel SP-6 on standards and specifications, the government, shipbuilders, regulatory agencies, supporting industries and other concerned parties are discussed.

The concept was to analyze existing NSRP research and determine important areas where education and training could enhance implementation. The initial implementation involved development of two workshops and could be followed by additional educational and training projects contingent upon this project's results and future funding. This final report details the results of the analysis how the workshops were developed and presented and the workshop outcomes. The objectives of this project are as follows: * Identify important areas of existing NSRP research for which education and training can significantly facilitate the implementation of research results in U.S. shipyards. * Develop and present two short courses including related instructional materials at four locations in support of the implementation of two NSRP research areas deemed important but not yet widely and/or successfully implemented at U.S. shipyards. * Lay the foundation for additional courses to be developed and presented in support of NSRP research implementation in other important subject areas.
