Book excerpt: The Goldwater-Nichols Department of Defense Reorganization Act of 1986 requires the President annually to submit an articulation of national grand strategy. There have been six such reports published, two during the second Reagan administration (1987 and 1988), three by the Bush administration (1990, 1991 and 1993), and one by the Clinton administration in July 1994.Several conclusions about the formulation of American national security strategy can be drawn from the way in which these reports were developed. Perhaps most importantly is the notion that today there is no consensus as to an appropriate grand strategy for the United States. Second, the executive branch traditionally does not conduct long-range planning in a substantive or systematic manner. Third, what the executive branch does do is episodic planning for particular events as they rise to prominence.The issue addressed in the following paper is whether it is wise in the future to attempt anything more than broad and episodic planning as a part of the formulation of strategy at this level. The art of devising and articulating strategy is that of combining the various elements of power and relating them to the desired end. But in the final analysis, people of goodwill and intelligence will have to place national interests above political, personal, or even organizational concerns if the United States is to be served well by a coherent and appropriate strategy.

Book excerpt: The need for security and the institutionalization of that security in national strategy and its associated documents is becoming a significant concern for nations in the 21st century international system. This need requires the development of national-level strategies that are designed with objectives; the attainment of which can ensure that the conditions necessary for security for a given actor in the international system can be met. The intent of this monograph is to explore the actual processes that nation-states employ to craft their national security strategy-related documents. The study aligned individual case studies of nation-states conducting their national strategy document formulation processes. These case studies were selected based upon a determination of two primary factors: 1) the nation-states in question had developed national security strategy documents that involved participation in the drafting process from more than one department or agency from the executive branch of government; and, 2) individual participants that were involved in the actual drafting process would be willing to respond to the questions delineated above, either in person or by written response. In addition, subject to travel resource availability, an effort was made to have as many different regions of the world as possible represented in the review. Ultimately, five countries and their national strategy documents were selected for assessment: Australia, Brazil, South Africa, the United Kingdom, and the United States. Once the data was gathered, the monograph written so as to compare and contrast the various processes employed by each nation in their strategy document development. The last portion of the analysis evaluates the lessons learned from all five cases and identifies specific lessons that could be applicable to strategy document formulation for any future actor engaged in the process.

Book excerpt: The Goldwater-Nichols Defense Department Reorganization Act of 1986 requires the executive branch to periodically provide written documentation of the United States National Security Strategy (NSS). The George W. Bush administration released its first NSS in September 2002. The NSS starts with a letter from the President and then is organized around nine primary objectives. The effects of 9/11 and the emphasis on global terrorism are unmistakable. The talking heads in the media who focused, their critiques on the overt statement of a policy of preemption missed the forest for the trees. The Bush 43 NSS is an arrogant short-term military focused document that fails to provide a comprehensive strategic vision for applying all the elements of national power to protect and enhance our enduring national interests. This paper justifies that critique by a discussion of misalignment between NSS goals and national interests, flaws with specific NSS objectives, and the need for a greater economic emphasis. Integrated throughout the discussion are general and specific ways to correct our approach to world affairs.

In order to assess and meet concomitant foreign and domestic security goals and objectives requires consideration of two distinct national security strategies; the 2006 National Security Strategy (NSS) and the 2007 National Strategy for Homeland Security (NSHS) address foreign and domestic national security respectively. These two top-level national security strategies provide the foundation for all other national strategies; however, the two national security strategies artificially segregate homeland security from the National Security Strategy of The United States of America. The change in administration in 2009 provides an opportunity to reorient and unify U.S. national security strategy to more clearly articulate and prioritize national strategic objectives. This over-arching strategy would communicate strategic vision while providing a framework for unity of purpose among the whole-of-government's national security efforts.

Its processes are often irregular and confusing and are always based on difficult decisions laden with serious risks. In short, it is a subject understood by few and confusing to most. It is, at the same time, a subject of overwhelming importance to the fate of the United States and civilization itself. Col. Dennis M. Drew and Dr. Donald M. Snow have done a considerable service by drawing together many of the diverse threads of national security strategy into a coherent whole. They consider political and military strategy elements as part of a larger decisionmaking process influenced by economic, technological, cultural, and historical factors. I know of no other recent volume that addresses the entire national security milieu in such a logical manner and yet also manages to address current concerns so thoroughly. It is equally remarkable that they have addressed so many contentious problems in such an evenhanded manner. Although the title suggests that this is an introductory volume - and it is - I am convinced that experienced practitioners in the field of national security strategy would benefit greatly from a close examination of this excellent book. This strategy involves a mix of active, reserve, and reconstitutable forces, and General Colin Powell's Base Force. If implemented, the new strategy and force structure would return significant U.S. ground and air forces to the continental United States where most would be demobilized. In the event of a major crisis, the United States would rely on active and reserve forces for a contingency response, much as was done for Operation Desert Storm. The new national security strategy is based upon the 25 percent budget cut negotiated with Congress, a greatly depleted Russian threat, and a new international security environment that assumes two-years' warning of a European-centered global war with the former USSR. There are four major critical factors upon which the new strategy depends: (1) the continued decline of the Russians as a threat to world stability; (2) the ability of the intelligence community to meet new challenges; (3) the behavior of the allies and Congress; and (4) the ability of industry to meet new demands. The new strategy is not simply an adjustment to existing defense doctrine or strategy, but rather a fundamental revision of the way the United States has approached defense since 1945. Students and scholars interested in politico-military strategy and government policy will find this book of great interest.
