Book excerpt: The objectives of the National Incinerator Testing and Evaluation Program (NITEP) were to define optimal design and operating characteristics for different types of municipal solid waste (MSW) incinerators, relate the defined operations to atmospheric emissions, identify the best options to control emissions, and develop guidelines for the operation of MSW incinerators and for emissions. This report provides a summary of the facilities tested under the NITEP ash characterization program, the experimental approach used to evaluate the residues, and the type of data generated. The data have been compiled and presented to illustrate significant trends and to show how these trends relate to the guidelines for ash management. The feasibility of using solidification as an acceptable treatment technique for these residues is also presented.

The tests were designed to determine thecapability of these systems to control emissions of dioxins, other traceorganics, metals and acid gases. Field testing was completed inAugust/September, 1985, for two different designs: one using a wet-dryscrubber plus fabric filter and the other using a dry scrubber plus fabricfilter. Many different operating conditions were tested to identify optimum removal efficiencies for all pollutants of concern. Final resultswere very significant. Fluid gas temperature was found to be an importantoperating variable for achieving high removal efficiency for many of thepollutants measured.

Estimation of potential human risks associated with pollutants has become an increasing concern. Most often, values required for deposition rates and annual atmospheric concentrations are estimated through the useofatmospheric dispersion models. Chapter 1compares data on the tlatterrain versus the complex terrain dispersion models such as the U.S. EPA Industrial Source Complex Short Term (ISCST) and Long Term (lSCLT). Chapter 2 focuses on the modeling of atmospheric dispersion and dry deposition of fine particulates. A specific size particle (10-20 urn) is used because of its relevance to municipal waste facilities since best available control technology effectively removes particulates above this size range. The deposition ofmaterials from the atmosphere is a critical link in the pathway by which toxic atmospheric pollutants are transported to the surface of food chain components. Chapter 3 describes the importance accounting for wet deposition in risk assessments of municipal waste incinerators.

Several questions needed to be answered: • Who has done research on this topic, and what do the data indicate? • Who is performing research now, and what are their capabilities? • How are other nations addressing this problem, and do they have legislative mandates in place? • Is there a general consensus on the topic? The members of the Working Group believed that these questions could be answered by surveying the major participants in the field of interest. Three principal survey efforts were performed by the Working Group, which collected information on research, regulations/statutes, and analytical laboratories from each of the participating nations. In addition to answering these fundamental questions, these efforts also fulfilled the major objectives of the entire Pilot Study. The collection, analysis, and distribution of information on research projects, regulations/statutes, and analytical laboratories were very useful efforts in helping to fill some of the basic knowledge voids.
