Available in PDF, EPUB and Kindle. Book excerpt: In the twentieth century, Muslim minorities emerged in Europe seeking work, a refuge from conflict, and higher life standards. As a result, there are now more than 12 million Muslims in Western Europe. As these immigrants became permanent residents, the Islamic communities they developed had to respond to their European context, reinterpreting Islam in accordance with local conditions. In Localizing Islam in Europe, Yükleyen brings this adaptation to light, demonstrating how Islam and Europe have shaped one another and challenging the idea that Islamic beliefs are inherently antithetical to European secular, democratic, and pluralist values. Yükleyen compares five different religious communities among Muslim immigrants in the Netherlands and Germany that represent a spectrum from moderate to revolutionary Islamic opinions. Drawing on extensive fieldwork, he finds that, despite differences in goals and beliefs, these communities play an intermediary role, negotiating between the social and religious needs of Muslims and the socioeconomic, legal, and political context of Europe. Yükleyen’s rich ethnography shows that there is no single form of assimilated and privatized “European Islam” but rather Islamic communities and their interpretations and practices that localize Islam in Europe.

There is also the challenge of growing extremism among segments of the native Dutch population. These Muslims make up diverse ethnic, linguistic, and cultural communities, many of which are struggling to define their role within Europe's secular societies and the role of their religion in this environment. The concept of Euro-Islam is one option to promote a new European form of Islam that helps Muslim citizens and immigrants integrate into Europe's civic and political fabric. This study shows that the concept of Euro-Islam is still under negotiation and diversity across Muslim communities complicates the negotiation process. Conceptions of Euro-Islam vary from a pure embrace of secularism to new forms of Islamism. The acceptance of core European values, such as democracy, tolerance, and pluralism, are essential prerequisites for acceptance of Euro-Islam by Europeans, but many Muslims view their situation as that of exclusion, characterized by low levels of education, high unemployment, and societal discrimination. They face governments that seek to dialogue with Muslims while simultaneously pursuing increasingly assimilative immigration policies. Muslims in Europe have developed organizational networks to represent their opinions and interests as well as to express their identity. On the one hand, these organizations naturally reflect the diversity of the communities they represent. On the other hand, these organizations are all but representative for all Muslims living in Europe. Therefore, their role in the promotion of Euro-Islam is limited. This thesis proposes a rethinking of current immigration policies, intensified discourse among Muslims over Euro-Islam, and open dialogue between Muslims and others, where secularism does not become an excuse for discrimination and integration is distinguished from assimilation. This policy requires Europeans to rethink their own identity and the role they want religion to play in society.

There is often still a perceived incompatibility between the claims of individual Muslims or Muslim communities on the one hand and the aims of public education in Europe on the other. The relatively recent presence of Islam in much of Europe, the internal diversity of Muslim communities, the lack of a centralized, hierarchical church-like structure – different arguments are used to justify such a discriminatory treatment of one of the largest faith communities in Europe. Nevertheless, as this book aims to illustrate, there are already rich and diverse experiences throughout Europe of how to integrate Islam into the national and regional school systems, particularly in primary, but also in secondary education. Accordingly, this book provides some analyses of the ways in which Islam is integrated in education in certain regions of Spain, the Netherlands, France and England. Book excerpt: The Emancipation of Europe's Muslims traces how governments across Western Europe have responded to the growing presence of Muslim immigrants in their countries over the past fifty years. Drawing on hundreds of in-depth interviews with government officials and religious leaders in France, Germany, Italy, the Netherlands, the United Kingdom, Morocco, and Turkey, Jonathan Laurence challenges the widespread notion that Europe’s Muslim minorities represent a threat to liberal democracy. He documents how European governments in the 1970s and 1980s excluded Islam from domestic institutions, instead inviting foreign powers like Saudi Arabia, Algeria, and Turkey to oversee the practice of Islam among immigrants in European host societies. But since the 1990s, amid rising integration problems and fears about terrorism, governments have aggressively stepped up efforts to reach out to their Muslim communities and incorporate them into the institutional, political, and cultural fabrics of European democracy. The Emancipation of Europe’s Muslims places these efforts--particularly the government-led creation of Islamic councils--within a broader theoretical context and gleans insights from government interactions with groups such as trade unions and Jewish communities at previous critical junctures in European state-building. By examining how state-mosque relations in Europe are linked to the ongoing struggle for religious and political authority in the Muslim-majority world, Laurence sheds light on the geopolitical implications of a religious minority’s transition from outsiders to citizens. This book offers a much-needed reassessment that foresees the continuing integration of Muslims into European civil society and politics in the coming decades.
