A separate functional series will complement the operational histories. This volume details the change in United States policy for the Vietnam War. After a thorough review, President Richard M. Nixon adopted a policy of seeking to end United States military involvement in Vietnam either through negotiations or, failing that, turning the combat role over to the South Vietnamese. It was this decision that began the Vietnamization of the war in the summer of 1969 and which would soon greatly reduce and then end the Marine Corps' combat role in the war. The Marines of III Marine Amphibious Force continued the full range of military and pacification activities within I Corps Tactical Zone during this period of transition. Until withdrawn, the 3d Marine Division, employing highly mobile tactics, successfully blunted North Vietnamese Army efforts to reintroduce troops and supplies into Quang Tri Province. The 1st Marine Division, concentrated in Quang Nam Province, continued both mobile offensive and pacification operations to protect the city of Da Nang and surrounding population centers. The 1st Marine Aircraft Wing provided air support to both divisions, as well as other allied units in I Corps, while Force Logistic Command served all major Marine commands.

Book excerpt: Ultimately, this study is about a smaller Vietnam War than that which is commonly recalled. It focuses on expectations concerning the impact of air power on the ground war and on some of its actual effects, but it avoids major treatment of some of the most dramatic air actions of the war, such as the bombing of Hanoi. To many who fought the war and believe it ought to have been conducted on a still larger scale or with fewer restraints, this study may seem almost perverse, emphasizing as it does the utility of air power in conducting the conflict as a ground war and without total exploitation of our most awe-inspiring technology. Although the chapters in this study are intended to form a coherent and unified argument, each also offers discrete messages. The chapters are not meant to be definitive. They do not exhaust available documentary material, and they often rely heavily on published accounts. Nor do they provide a complete chronological picture of the uses of air power, even with respect to the ground war. Nor is coverage of areas in which air power was employed—South Vietnam, Laos, Cambodia, and North Vietnam—evenly distributed nor necessarily proportionate to the effort expended in each place during the war. Lastly, some may find one or another form of air power either slightly or insufficiently treated. Such criticisms are beside the point, for the objectives of this study are to explore a comparatively neglected theme—the impact of air power on the ground—and to encourage further utilization of lessons drawn from the Vietnam experience.

Book excerpt: The mission of the United States Army is to fight and win our nation's wars by providing prompt, sustained land dominance across the full range of military operations and spectrum of conflict in support of combatant commanders. Accomplishing this mission rests on the ability of the Army to equip and move its forces to the battle and sustain them while they are engaged. Logistics provides the backbone for Army combat operations. Without fuel, ammunition, rations, and other supplies, the Army would grind to a halt. The U.S. military must be prepared to fight anywhere on the globe and, in an era of coalition warfare, to logistically support its allies. While aircraft can move large amounts of supplies, the vast majority must be carried on ocean going vessels and unloaded at ports that may be at a great distance from the battlefield. As the wars in Afghanistan and Iraq have shown, the costs of convoying vast quantities of supplies is tallied not only in economic terms but also in terms of lives lost in the movement of the materiel. As the ability of potential enemies to interdict movement to the battlefield and interdict movements in the battlespace increases, the challenge of logistics grows even larger. No matter how the nature of battle develops, logistics will remain a key factor. Force Multiplying Technologies for Logistics Support to Military Operations explores Army logistics in a global, complex environment that includes the increasing use of antiaccess and area-denial tactics and technologies by potential adversaries. This report describes new technologies and systems that would reduce the demand for logistics and meet the demand at the point of need, make maintenance more efficient, improve inter- and intratheater mobility, and improve near-real-time, in-transit visibility. Force Multiplying Technologies also explores options for the Army to operate with the other services and improve its support of Special Operations Forces. This report provides a logistics-centric research and development investment strategy and illustrative examples of how improved logistics could look in the future.

Carter, covers the period between the end of the Korean War and the initial deployment of ground combat troops to Vietnam. It describes the organizational and doctrinal changes the Army implemented as it attempted to digest the lessons of one conflict and to prepare the force for another. The pamphlet also discusses the service's efforts to maintain its position in national defense within the parameters of President Eisenhower's New Look strategic policy. A key issue for the Army was the question of how to prepare a force to operate on an atomic battlefield. In order to compete with the Air Force and the Navy for a diminishing defense budget, the Army had to show that it, too, was a modern, forward-thinking organization, prepared to integrate a new family of tactical atomic weapons into its organization and doctrine. The resulting experiment with the Pentomic division forced Army leaders to reexamine some of their most basic assumptions about future conflict. With the increasing influence of Communist China throughout Southeast Asia, the Army also began to pay greater attention toward counterinsurgency and guerilla warfare. President Kennedy's interest in a doctrine of flexible response and his concern for combatting Communist inspired insurrections prompted the Army to increase training in unconventional warfare and to highlight the capabilities of its developing special forces--the Green Berets. This period marked the emergence of clear principles of armored warfare that became the underpinning of the Armor Branch, influencing armored developments long after World War II ended. A unique style of mounted maneuver combat emerged that reflected a mix of tradition an innovation. In the process, American military culture changed, particularly through the adoption of combined-arms principles. Conversely, political actions, budgetary considerations, and senior leadership decisions also shaped the course of armor development. The emergence of an American armored force involved more than simply tank development. It included the creation of an armored division structure steeped in combined-arms principles, organizational flexibility, and revolutionary command and control processes. Parallel developments included the establishment of specialized units to provide antitank, reconnaissance, and infantry support capabilities. Several Army branches played a role in determining the precise path of armored development, and one of them-the Cavalry-became a casualty as a result.
