Short It was not my intention to issue this volume while the war was in progress: but it was pointed out to me that the visit of the British Mission to America had aroused a special interest in the Head of the Mission, and that many Americans would like to possess this record of Mr. Balfour as Philosopher and Thinker. I rejoice that it is my privilege to present this collection to a people "whose national roots" (to quote Mr. Balfour) "go down into the same past as our own; who share our language, our literature, our laws, our religion, - everything that makes a nation great." It is worth noting that for nearly the whole of the period covered by the extracts Mr. Balfour has been an active Member of Parliament, and that nineteen years of it have been spent in discharging the duties of a Cabinet Minister. To these have been added the duties of Leader of the Unionist Party in the House of Commons for twenty consecutive years, and of Prime Minister for nearly three and a half years. The distinction of holding at one and the same time a leading position in the world of Politics and a recognised position in the world of Philosophy is not an everyday distinction, and a combination so exceptional cannot but increase in interest and in value the utterances of its possessor.
