Only in recent years has the United States has felt the need to participate in similar transformations, but it is now facing one of the most challenging prospects since the 1940s: Iraq. The authors review seven case studies--Germany, Japan, Somalia, Haiti, Bosnia, Kosovo, and Afghanistan--and seek lessons about what worked well and what did not. Then, they examine the Iraq situation in light of these lessons. Success in Iraq will require an extensive commitment of financial, military, and political resources for a long time. The United States cannot afford to contemplate early exit strategies and cannot afford to leave the job half completed.

It's critical that policy makers understand the military capabilities and limitations when assigning it as the lead for nation building.

These include low-intensity conflicts, counterinsurgency operations, and nation-building efforts. Although non-conventional warfare represents the majority of missions executed in the past sixty years, the Army still primarily plans, organizes, and trains to fight conventional ground wars. Consequently, in the last ten years, there has been considerable criticism regarding the military’s inability to accomplish tasks other than conventional war. Failed states and the threat they represent cannot be ignored or solved with conventional military might. In order to adapt to this new reality, the U.S. Army must innovate. This text examines the conditions that have allowed or prevented the U.S. Army to innovate for nation-building effectively. By doing so, it shows how military leadership and civil-military relations have changed. Nation-building refers to a type of military occupation where the goal is regime change or survival, a large number of ground troops are deployed, and both military and civilian personnel are used in the political administration of an occupied country, with the goals of establishing a productive economy and a stable government. Such tasks have always been a challenge for the U.S. military, which is not normally equipped or trained to undertake them. Using military effectiveness as the measurement of innovative success, the book analyzes several U.S. nation-building cases, including post World War II Germany, South Korea from 1945-1950, the Vietnam War, and Operation Iraqi Freedom. By doing so, it reveals the conditions that enabled military innovation in one unique case (Germany) while explaining what prevented it in the others. This variation of effectiveness leads to examine prevailing military innovation theories, threat-based accounts, quality of military organizations, and civil-military relations. This text comes at a critical time as the U.S. military faces dwindling resources and tough choices about its force structure and mission orientation. It will add to the growing debate about the role of civilians, military reformers, and institutional factors in military innovation and effectiveness.

Since the end of the Cold War, the frequency of American foreign intervention and operational tempo of American military forces has increased greatly. The size of the United States military and of the Army in particular during this same period has dramatically decreased. Political leaders in the United States have used military force with increasing frequency to achieve policy objectives during the past decade. The majority of these operations fall into the category of military operations other than war, or stability and support operations. This monograph explores theory, history, and doctrine in order to determine if past experience in Bosnia-Herzegovina and the United States more recent experience in Iraq offer insights and lessons applicable to the future Army and its involvement in nation building and occupation. The monograph proposes recommendations as to how the United States Army can best shape its forces for the future. This report includes two case studies, Bosnia-Herzegovina (1995 until present) and Iraq (2003 until present). The case studies examine the events leading up to the conflicts, the introduction of the American military forces, and the major lessons learned about stability and support operations. The research revealed that there are reoccurring themes and lessons of nation building and occupation. First, that nation building and occupation are protracted operations. Second, that a secure environment is of utmost importance. Third, that unity of effort is vital for success in these types of operations. Lastly, that the level of national commitment on the part of the United States is usually the determining factor of success.

U.S. military forces in particular have been at the center of these efforts, building schools in Iraq, staffing Provincial Reconstruction Teams (PRTs) throughout Afghanistan and training soldiers in Mozambique. U.S. Army platoon leaders hand out micro grants to small business owners and help stand up city councils. Civil servants who once trained for peacetime development work now find themselves mediating tribal disputes in remote mountain provinces. Regardless of the efficacy of such efforts, public statements by both President Obama and Secretary of State Hillary Clinton suggest that nation building and related activities are preferred solutions in the war against terrorism. Yet despite the enormous complexity and ambition of such efforts, there remains a gap in the training and education for nation building. This paper details the U.S. Army-established School of Military Government and its related Civil Affairs Training Program that prepared forces for occupational duties in Europe and Asia. It highlights the demonstrated effectiveness both of its curriculum and approach to education and of its impact on the occupation of Germany and Japan, which offer important lessons for today's military faced with similar challenges. If nation building, particularly with economic growth as a key component, is to assume a greater role as a component of foreign policy or national security strategy, it needs to consume a greater role of our planning, analysis, and organizational design. Civil Affairs and several other functional areas within the military play a significant role in aspects of nation building today and would benefit from education focused on such matters. Other beneficial initiatives would include creating a mechanism for drawing experts into and out of the military to serve as nation-builders at a level commensurate with their experience, providing a more effective and less expensive option than hiring contractors.

Book excerpt: Over the last decade national leaders and senior defense officials have backed away from the concept of nation building as a principal task for our military forces. Current military doctrine provides minimal direction or insight into how military forces will be used in an environment requiring the establishment of effective governing mechanisms to ensure long-term stability. However our experience in the aftermath of the Cold War and now in the midst of the War on Terrorism finds United States forces increasingly employed within the regions of failed nations or warring states. These actions are described as smaller-scale contingency (SSC) peacetime support or stability operations. What they have in common is an evolution into long term engagements of U.S. and Allied forces with an uncertain outcome that is dependent on the ability of the states in question to establish their own forms of peaceful governance. The continuing intransigence of these areas could be viewed as strategic ineffectiveness for the United States in its pursuit of national policy objectives. The recently released National Security Strategy calls for the development of stable democratic governments as a strategic end within our sphere of vital interests. Nation building thus becomes an acknowledged requirement to achieve this strategic objective. The Army in nearly all cases is the element of U.S. power that is most capable of establishing the conditions to begin effective nation building efforts within a failed nation or warring states.

It assesses the evolution of Americas use-of-force doctrine by evaluating changes in post-Cold War national strategy documents and their context within the historical narrative. It further illuminates the relationship between the chairman of the Joint Chiefs of Staff and the president as a lens through which to evaluate the changing nature of Americas civil-military relations. The analysis examines three time capsules: the end of the Cold War and Desert Storm, hegemony before 9/11, and hegemony after 9/11. The results of this analysis suggest the president's ill-defined role as commander-in-chief and America's emergence as a global hegemon allowed the increased application of military force in the conduct of foreign policy. Despite the intent of the Goldwater-Nichols legislation to enhance military advice to the president by strengthening the chairmans position, the evidence suggests the chairmans role in determining when and how to use force has declined significantly since a peak under the leadership of Colin Powell. The final section of the study highlights inputs into the trend toward a military co-opted by a strong executive and addresses ways the institution can ensure its future leaders retain the capacity for independent thought grounded in the history of warfare."--Abstract.

Previous RAND studies of nation-building focused on external interveners' activities. This volume shifts the focus to internal circumstances, first identifying the conditions that gave rise to conflicts or threatened to perpetuate them, and then determining how external and local actors were able to modify or work around them to promote enduring peace. It examines in depth six varied societies: Cambodia, El Salvador, Bosnia and Herzegovina, East Timor, Sierra Leone, and the Democratic Republic of the Congo. It then analyzes a larger set of 20 major post-Cold War nation-building interventions. The authors assess the risk of renewed conflict at the onset of the interventions and subsequent progress along five dimensions: security, democratization, government effectiveness, economic growth, and human development. They find that transformation of many of the specific conditions that gave rise to or fueled conflict often is not feasible in the time frame of nation-building operations but that such transformation has not proven essential to achieving the primary goal of nation-building -- establishing peace. Most interventions in the past 25 years have led to enduring peace, as well as some degree of improvement in the other dimensions assessed. The findings suggest the importance of setting realistic expectations -- neither expecting nation-building operations to quickly lift countries out of poverty and create liberal democracies, nor being swayed by a negative stereotype of nation-building that does not recognize its signal achievements in the great majority of cases."--Page 4 of cover.

The main objective of the book is to deepen readers understanding of the impact of bureaucratic politics on nation-building in Afghanistan, focusing primarily on the Bush Administration. It rejects the ’rational actor’ model, according to which the US functions as a coherent, monolithic agent. Instead, internal divisions within the foreign policy bureaucracy are explored, to build up a picture of the internal tensions and contradictions that bedevilled US nation-building efforts. The book also contributes to the vexed issue of whether or not the US should engage in nation-building at all, and if so under what conditions.
