Book excerpt: Since the beginning of the Arab uprisings in 2011 and as a result of growing instability in the region, migration transit through Turkey has become an increasingly pressing issue in Europe. The transit of migrants placed Turkey in a buffer position between the Middle East and Europe, and it soon assumed the role of guardian of the Schengen area, “protecting” it from irregular migration. This, combined with the exponential growth of irregular migration flows – soon dubbed the “migrant crisis” – resulted in migration management becoming a key to the ostensible rapprochement between Turkey and the EU. However, as a result of many paradoxes, migration can also hamper Turkey-EU relations, as is already becoming obvious as relations took a turn for the worse since the summer of 2016.

European perspectives on this issue, for the most part, are split into two camps: a "caring" one, which concentrates on the well-being of refugees, and a "concerned" one, which focusses on the external border security of the European Union (EU) and the anxieties of EU citizens. Widely overlooked in the European discussions is the mounting social and political discontent in Turkey, which is hosting the largest refugee population worldwide while facing a serious economic crisis alongside a severe governance deadlock. To bear fruits in the long run, any EU-Turkey migration cooperation should account for this growing discontent. After all, neither the advancement of the rights of refugees in Turkey nor reliable security cooperation is possible without accord by the Turkish political class and society. To this end, the EU should signal to Turkey its intention to resettle more refugees and support local integration efforts more proactively.

This process has revitalized the EU-turkey relations since 2015 through the border security and migration management by fastening membership negotiations and the visa liberalization program. The paper has found that a willingness on turning the crisis into an opportunity for both side was the main trigger of the EU- Turkey Statement. Enhancing cooperation between them has a considerable positive impact as specified widely above. This paper set out to determine that "Why is Turkey still compelling the EU-Turkey Statement in spite of that Turkey has to undertake such a heavy burden?" Therefore, it has been examined to examine Turkey's national interest in the framework of "rational institutionalism" by facilitating the cost-benefit calculations. Moreover, the encouragement from Turkish public ensures that the visa conditionality can enables the cooperation and avoids the compromises at the same time. Due to complicated and long-term relations between the EU and Turkey, the support regarding to EU accession had sharply declined.
