Following the end of the Ottoman Empire in the early 1920s, the countries of the region began a violent and divisive process of state formation. But a century later, state-building remains inconclusive. This book traces the emergence and evolution of state-building across the MENA region and identifies the main factors that impeded its success: the slow end of the Ottoman Empire; the experience of colonialism; and the rise of nationalistic and religious movements. The authors reveal the ways in which the post-colonial state proved itself authoritarian and formed on the model of the colonial state. They also identify the nationalist and Islamist movements that competed for political leadership across the nascent systems, enabling the military to establish a grip on the security apparatus and national economies. Finally, in the context of the Arab Spring and its conflict-filled aftermath, this book shows how external powers reasserted their interventionism. In outlining the reasons why regional states remained hollow and devoid of legitimacy, each of the contributors shows that recent conflicts and crises are deeply connected to the foundational period of one century ago. This book, developed from papers prepared for a World Bank sponsored conference, assesses the challenges confronting the regionA's countries and analyzes their readiness for the knowledge economy based on a set of indicators. It provides quantitative analysis to help benchmark the countries against worldwide knowledge economy trends, identifies key implementation issues, and presents relevant policy experiences. The basic policy elements that underpin a strategy to prepare for a knowledge-based economy are discussed, including: the renovation of education systems, the creation of a climate conducive to innovation, and the development of an efficient telecommunications infrastructure as the foundation of a new era. The approach taken in this book is to focus on the economic policies and institutional arrangements which have evolved in MENA and which may serve to explain the differences in each country's economic performance. The key objective of the book is to unravel the context-specific variety of growth-promoting policies within MENA rather than focus on specific countries. This book stresses that the poor performance of Arab MENA can be chiefly explained by their aversion to a Western paradigm of market economics. In the advanced industrial countries and in Israel, “globalization” is largely viewed in economic terms — the free movement of goods, services, labor and capital across borders. In the Arab MENA, however, “globalization” is viewed in largely ideological terms and has been regarded as a new version of imperialism. This interdisciplinary collection explores the connections between memories of past violence and the violence of present memories, the context for all contemporary efforts at conflict resolution and reconciliation. The contributors examine the 1954–1962 Franco-Algerian war, the 1975–1991 Lebanese civil war, and the ongoing Arab-Israeli conflict as interconnected struggles that outline national polities, infranational fractures, and transnational political connections. Insofar as national unity has been constructed on the contested claims of sacrifice and martyrdom, the legacy of violence has remained inscribed at the heart of political identity. The case studies point to the failure of current attempts to officially forget past conflicts, at the same time indicating local successes in commemorative actions that forge at least partial peaces between individuals and groups. Ussama Makdisi is Associate Professor of History at Rice University and the first holder of the Arab-American Educational Foundation Chair of Arab Studies. He is author of The Culture of Sectarianism: Community, History, and Violence in Nineteenth-Century Ottoman Lebanon. Paul Silverstein is Associate Professor of Anthropology at Reed College and author of Algeria in France: Transpolitics, Race, and Nation (IUP, 2004).
