Book excerpt: This book examines under what scope conditions foreign policy actors adopt media logic. The authors analyze media logic under three specific scope conditions: uncertainty, identity, resonance. First, they lay out the general adaptation of media logic in the general debate of the UN General Assembly 1992-2010. They then explore the adaptation of media logic in Finland, Sweden and the United Kingdom concerning the cases of humanitarian intervention in Côte d’Ivoire and Libya, both in 2011. The results indicate the need to move beyond the assumption of a general process of mediatization affecting politics in total. Instead, they point in the direction of a nuanced process of mediatization more likely under certain scope conditions and in certain political contexts.

This study examines how the media interpret conflicts and international interventions, testing the sometimes contradictory claims that have been made about recent coverage of war. Framing post-Cold War conflicts takes a comparative approach, examining UK press coverage across six different crises. Through detailed analysis of news content, it seeks to identify the dominant themes in explaining the post-Cold War international order, and to discover how far the patterns established prior to 11 September 2001 have subsequently changed. Based on extensive original research, the book includes case studies of two ‘humanitarian military interventions’ (in Somalia and Kosovo), two instances where Western governments were condemned for not intervening enough (Bosnia and Rwanda), and the post-9/11 interventions in Afghanistan and Iraq.

Couched in the debate on the responsibility to protect civilians from violence and drawing on traditional 'just war' principles, the centralpremise of this book is that humanitarian military intervention can be justified as a policy option only if decision makers can be reasonably sure that intervention will do more good than harm. This book asks, 'Have past humanitarian military interventions been successful?' It defines success as saving lives and sets out a methodology for estimating the number of lives saved by a particular military intervention. Analysis of 17 military operations in six conflict areas that were thedefining cases of the 1990s-northern Iraq after the Gulf War, Somalia, Bosnia and Herzegovina, Rwanda, Kosovo and East Timor-shows that the majority were successful by this measure. In every conflict studied, however, some military interventions succeeded while others failed, raising the question, 'Why have some past interventions been more successful than others?' This book argues that the central factors determining whether a humanitarian intervention succeeds are theobjectives of the intervention and the military strategy employed by the intervening states. Four types of humanitarian military intervention are offered: helping to deliver emergency aid, protecting aid operations, saving the victims of violence and defeating the perpetrators of violence. Thefocus on strategy within these four types allows an exploration of the political and military dimensions of humanitarian intervention and highlights the advantages and disadvantages of each of the four types.Humanitarian military intervention is controversial. Scepticism is always in order about the need to use military force because the consequences can be so dire. Yet it has become equally controversial not to intervene when a government subjects its citizens to massive violation of their basic humanrights. This book recognizes the limits of humanitarian intervention but does not shy away from suggesting how military force can save lives in extreme circumstances.

I hypothesize that high levels of media coverage of such situations will lead to decreased effectiveness of humanitarian intervention. Much important information is lost and extraneous information is added throughout the life and travels of a news story. This, in turn, leads to faulty public opinion and thus unsound demands and views on humanitarian action. Depending on the influence of actors’ self-interest(s), this negative relationship may be magnified; however my hypothetical relationship does not depend on such political interests. The cases I have chosen to test this hypothesis are Kosovo and Tajikistan. I chose these cases for multiple reasons. First, they are both internal, violent conflicts. Since both of these conflicts occurred in areas close to developed countries in Western Europe, these cases should be relatively equal in terms of opportunities for foreign interest in intervention. Both instances of violence in Kosovo and Tajikistan involve political conflict in which foreign humanitarian intervention was implemented. All cases illustrated high levels of civil violence between different political and ethnic groups (with at least 15,000 deaths). Interventions all took place during the 1990s, so media communications can be evaluated from a similar technological standpoint: the first interventions in Kosovo took place in 1999, and Tajikistan in 1992.
