Book excerpt: Excerpt from The Mayor's Message With Accompanying Documents to the City Council of the City of St. Louis at Its November Session, 1870 It is not my purpose at this time to bring before you many subjects for your consideration, impressed as I am, for reasons of economy, with the necessity of confining ourselves to such matters as are of the most imperative character, and which may not be dispensed with except with serious loss or annoyance to our city. Besides, the time allowed by charter for your session, and the subjects which will naturally come before you, are of themselves sufficient, doubtless, to consume the time, however industriously used. Book excerpt: Excerpt from The Mayor's Message: With Accompanying Documents, to the City Council of the City of St. Louis, at Its May Session, 1874 The cleaning of the streets is not entirely satisfactory under the present system, nor was it so under the modes formerly in force for, if let by contract, the contractor, as experience has shown, neglects the work in order to increase his profits. The real difficulty of the case is the great extent of territory to be cleaned with a limited annual appropriation, and as I have often before remarked, we can never expect good or clean streets with our present system of repairs, for the macadamizing laid down one day is hauled off again in a short time in the shape of mud or dust. I am not prepared to recommend a return to the contract system as formerly in force, but it may be advisable to revise the existing ordinance and supply such additional 'regulations as experience has shown to be necessary. Book excerpt: Excerpt from The Mayor's Message, With Accompanying Documents, to the Municipal Assembly of the City of Saint Louis, at Its Session, May, 1887 The report of this department shows that during the year brick buildings were erected at a valuation of and 519 frame buildings at a valuation of and addi tions and alterations to buildings already erected have been made at a valuation of The gross sum expended dur ing the year in building improvements as given by this depart ment was The amount of money received for building permits during the year was The figures here presented are as given by owners, architects and contractors when taking out permits, and, as the commissioner states in his report, the estimates given are considerably lower, and in many instances very much lower than the actual cost of the work. It follows that they do not represent the true value of improvements. It is owing to this fact that the building statistics of St. Louis do not compare favorably with those of other cities. The commissioner says that his present force of inspectors, four in number, is inadequate to properly discharge the duties pertaining to their 06008 and asks for an increase to a sufficient number to thoroughly inspect all buildings in course of erection as well as those deemed unsafe. Book Saint Louis the Future Great City of the World

Download or read book Saint Louis the Future Great City of the World written by L. U. Reavis and published by Forgotten Books. This book was released on 2017-10-20 with total page 1054 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Saint Louis, the Future Great City of the World: With Biographical Sketches of the Representative Men and Women of St. Louis and Missouri In presenting the historical sketch Of St. Louis, I feel a laudable pride, believing that it is the best yet published, and that it will be so decided by the reader. In the history of the city, the greater attention has been given to that dim traditionary period, the record Of which is fragmentary, and which, therefore, requires our efforts to preserve from that decay which follows all events inscribed only in the recollection Of men. The records of our later history as a city, have been too fully and voluminously kept to run the risk of oblivion, and their elabo ration is left to some future historian. The statistics and facts, which set forth the present advancement of St. Louis in her material growth, have been collected with care, and are presented without exaggeration or any unnecessary ornament. In their simplicity they are eloquent of a present full Of grandeur, and a future glowing with brighter promise than the achievements of the past can even measure. In that promise, so plainly to be read, so far on its way to fulfillment, I see the consummation of my great ambition for the city of my home, the city of my ardent hope and love. Book excerpt: Excerpt from Saint Louis: The Future Great City of the World Great cities grow up in nations as the mature offspring of well-directed civil and commercial agencies, and in their natural development they become vital organs in the world's government and civilization, performing the highest functions of human life on the earth. They grow up where human faculties and natural advantages are most effective. They have a part in the grand march of the human race, peculiar to themselves, in marking the progress of mankind in arts, commerce, and civilization; and they embellish history with its richest pages of learning, and impress on the mind of the scholar and the student the profoundest lessons of the rise and fall of nations. They have formed in all ages the great centers of industrial and intellectual life, from which mighty outgrowths of civilization have expanded. In short, they are the mightiest works of man. And whether we view them wrapped in the ames of the conqueror, and surrounded with millions of earnest hearts, yield ing in despair to the wreck of fortune and life at the fading away of expiring glory, or the sinking of a nation into oblivion; or whether we contemplate them in the full vigor of prosperity, with steeples piercing the very heavens, with royal palaces, gilded halls, and rich displays of wealth and learning, they are ever wonderful objects of man's creation, ever impressing with profoundest conviction lessons of human greatness and human glory. In their greatness they have been able to wrestle with all human time. We have only to go with Volney through the Ruins of Empire; to trace the climbing path of man, from his first appearance on the fields of history to the present day, by the evidences we find along his pathway in the ruins of the great cities, the creation of his own hands. The lessons of magnitude and durability which great cities teach may be more clearly realized in the following eloquent passage from a lecture of Louis Kossuth, delivered in New York City: How wonderful! What a present and what a future yet! Future Then let me stop at this mysterious word, the veil of unrevealed eternity.
