Book excerpt: Excerpt from Report and Resolutions of the Joint Committee of the Senate and House of Delegates of Maryland: Upon the Reports and Memorials of the Police Commissioners and the Mayor and City Council of Baltimore It is well known to the members of both Houses, that for several years prior to the commencement of the regular session of the Legislature of Maryland in January, 1860, a state of things had existed and been developing itself in the city of Baltimore, which imperatively demanded the interposition of the law-making power. It is needless to dwell upon the causes or magnify the degree of the evils referred to, it being matter of public notoriety that the laws for the personal protection of the citizen, and especially those which guaranteed the free and inviolate exercise of the elective franchise, had almost wholly-ceased to be practically operative, and an organized system of lawlessness, violence and terror had usurped their place. The extent to which the city of Baltimore had suffered, not only in her good name, hut in her material prosperity, from the causes referred to, is familiar to the public at large, and the subject had for some time occupied the serious attention, as it largely concerned the interests, of the whole people of the State. At the elections held in the Autumn of 1859, the outrages in Baltimore, under the eyes of the municipal authorities, were of so flagrant and insufferable a character, as to raise the direct and unavoidable issue between anarchy and civil government. Proofs of the most overwhelming conclusiveness having been furnished to the General Assembly at its regular session referred to, there was no recourse but to take vigorous steps to re-establish the supremacy of the laws. By the Act of 1860, ch. 7, (incorporated in the 4th article of the Code of Public Local Laws, beginning at section 806, ) all police authority previously delegated to the corporation of Baltimore was accordingly withdrawn, and the same was conferred, with greatly enlarged powers, upon a Board, called the Board of Police, composed of five members. Of these, it was provided that four, who were called "Commissioners," should be elected by the Legislature for designated terms of years, at the expiration of which, their successors were to be appointed in the same manner. It was further enacted, that the Mayor of the city, for the time being, should ex-officio be a member of the Board. Book excerpt: Excerpt from Records of the City of Baltimore: 1797-1813 The records in this volume are a continuation of those of Baltimore Town and Jones' Town previously issued. They represent certain official acts of the City Commissioners, and are worthy objects of preservation because these acts relate to the establishment of boundaries of sundry tracts of land, opening public highways, etc., as the development of the new City justified the improvement. This publication begins where the former volume terminated. The first book brought the records up to the time Baltimore Town ceased to exist, covering a period from 1729 to 1797, in which latter year the City began life as an incorporated institution. The historical thread is now picked up at the incorporation, and runs through the affairs of the City of Baltimore from 1797 to 1813. The writer believes these records are of sufficient value to justify their perpetuation in type. They are the first of the City of Baltimore, and no argument is necessary to show the desirability of having them handed down to coming generations in typographical form. In fact, it is a question of now or never, for some of the old papers are becoming more dilapidated daily, fading and difficult to decipher. While it is a fact that many of the points or landmarks, referred to in this work, from which surveys were begun, have long since disappeared, not a few of the plats mentioned are yet in the custody of the City Librarian, and may be of assistance to those in search of information. The original documents have been followed literally. If the reader finds the same name spelled more than one way the blame must be shifted to the person who manipulated the pen a hundred years, or so, ago. Anticipating that the day is not far distant when this question must be met, it should be the policy of the City Council to reduce the indebtedness of the city as far as practicable. I doubt not this course Of action will produce such results that when that time arrives, the outlay for water will not injuriously affect the prosperity of the city. The expense of the Stony Brook sewer must be provided for; and I suggest that all balances in the treasury at the close of the fiscal year, and also all 'the indebtedness then due to the city, be appropriated for that purpose; and that the excess be borrowed, and made payable in four yearly payments. It is impossible to state at this time what the amount of these assets will be, or what will be the cost of the sewer. I advise that Ordinance Number 6 be so amended that the annual report of the Committee on Accounts shall be made up to the first day Of May, in place of February first, as is therein provided. The advantages Of this change are that the committee will have been a sufficiently long time in Office to become acquainted with the routine pursued; whereas new it often happens that such is not the case and also that their report will show the receipts and disbursements Of our fiscal year, which ends with the thirtieth day of April. Book excerpt: Excerpt from Records of the City of Baltimore: Special Commissioners, 1782-1797 This volume contains all the data now at the City Library concerning the Special Commissioners, who were authorized, by an Act of Assembly, 1782, to designate streets to be paved, pass regulations, etc. These Special Commissioners, however, should not be confused with (temporary) special commissions which laid out certain streets during the same period. Legislative Acts show that sundry commissioners of this latter character were authorized, but their records are very meager. Neither had the Special Commissioners anything in common with the Town or City Commissioners of that time, whose records have been published heretofore. Where the powers of the Town or City Commissioners ended and those of the Special Commissioners began is not clear, but they appear seldom to have interfered. This printed copy has been made to conform to the original in every possible detail. From the original record book the first page is missing; hence this printed copy is incomplete to that extent. Dearborn, Mayor, to the City Council of Roxbury: Delivered Before the Two Branches in Convention, April 5, 1847 There is not any expenditure made, which is more directly and universally beneficial to the whole people, than that for the construction and repair of the highways for it 18 not merely the inhabitants of the city whose convenience is subserved, by well formed lines of communication with all parts of their municipal territory, but those of an extensive region of country, whose routes of intercourse with the cap ital, and other portions of the State, are connected with them and although, from the large area of Roxbury, and the rapid increase of the population, the number and length of the roads and streets have been, and must long continue to be, extended, and thus require a proportional augmentation of the ap propriations; still, as these indispensable avenues are equally the cause, as well as the efi'ect, of our pros perons condition, it is as much for the interest of the proprietors of land, as it is beneficial to every in habitant, that they should receive that grave consid cration, which the people have a right to claim of the government, not only for the immediate advantage of the present, but the prospective demand of all fu ture generations. The condition of the public roads of all countries, is a more conclusive illustration of their advancement in the arts of cwflization, atflu ence and grandeur, than the most majestic monu ments which have been reared by the ostentatious ambition of their sovereigns.
