Book excerpt: This book surveys the exclusion of students with disabilities from obtaining an appropriate education in the early history of the nation to the current time. It finds that in spite of the tireless efforts of parents, advocates, court legislations and federal mandates, students with disabilities especially minority students and second language learners, still continue to be deprived of an appropriate education. Research conducted in a mid-sized urban school district in Southern California found that teachers recommendation of minority students and second language learners for special education referral was not in compliance with state and federal mandates. Even though there was an honest effort by both federal and state governments to improve the quality of education for children with disabilities this was not occurring at the school level. They still continue to be deprived of the opportunity for an education in the regular education setting and become candidates for referral to special education.

Moving past common interpretations of NEETs as a homogeneous group, it asks why some youth become NEET, whereas other do not. The authors analyse diverse school-to-work patterns of young NEETs in five typical countries and investigate the role of individual characteristics, countries’ institutions and policies, and their complex interplay. Readers will come to understand youth marginalization as a process that may occur during the transition from school, vocational college, or university to work. By studying longitudinal analyses of processes and transitions, readers will gain the crucial insight that NEETs are not equally vulnerable, and that most NEETs will find their way back to the labour market. The book is organized around two parts, each of which discusses a specific dimension of the marginality and education policy nexus. Part I focuses on theorizations of marginality and education. The theoretical framework on marginality and education outlines the definitional and conceptual backgrounds on marginality – the complicated ways policies of the Christian missionaries, colonial governments and postcolonial governments constructed and perpetuated marginality in the region. Part II focuses on addressing the issue of marginality from theory to practice. These chapters highlight the ways policies shaped the educational development, schooling processes, and educational outcomes of selected marginalized communities and groups. Attention is given to schooling in rural communities, the complexities of girls’ education in rural contexts, education of Zongo Muslim communities, violence in school in rural contexts, and education collaboration in rural traditional communities. The book argues that education policies in sub-Saharan Africa fail to address the educational needs of marginalized children because current policy frameworks ae not based on examination of colonial policies which created the existing marginality. In order to implement policies that address policy gaps and meet the educational needs of marginalized children, strong synergies are necessary between education policy makers, other education stakeholders, and marginalized communities.

These “attentional resources” are not about how smart we are but about how much of our brain power is available to us for the task at hand. When bandwidth is taken up by the stress of persistent economic insecurity or the negative experiences of racism, classism, homophobia, religious intolerance, sexism, ableism, etc., there is less available for learning and growth. This is as true for young children and youth as for their parents and teachers. The first half of the book makes the case that poverty and these “differentisms” deplete the bandwidth of students, parents, and teachers. The second sets out concepts and strategies that help people recover the bandwidth they need to learn and thrive. Cia Verschelden describes strategies that can help students recover bandwidth, including acknowledging the “funds of knowledge” of students and their families, promoting growth mindsets, using reflective practices to build a sense of belonging for all students, fostering peer collaboration, and implementing restorative practices in lieu of punitive measures to deal with problematic behavior, as well as a rich selection of Ideas in Practice contributed by experienced teachers and school leaders. Cia recognizes that many teachers are working in schools with inadequate support systems and facilities and with scarce materials, and may be spending their often inadequate pay on school supplies for their classrooms and food for their hungry students. She offers practical ideas for creating moreteacher-supportive systems and addresses how principals and administrators can harness teachers’ ideas and energies to create inclusive and successful learning environments for all students.
