A call for proposals was issued before the scheduled run cycles, and experiment proposals were submitted by scientists from universities, industry, and other research facilities around the world. An external program advisory committee, which LANSCE shares with the Intense Pulsed Neutron Source (IPNS), Argonne National Laboratory, examined the proposals and made recommendations. At LANSCE, neutrons are produced by spallation when a pulsed, 800-MeV proton beam impinges on a tungsten target. The proton pulses are provided by the Clinton P. Anderson Meson Physics Facility (LAMPF) accelerator and an associated Proton Storage Ring (PSR), which can alter the intensity, time structure, and repetition rate of the pulses. The LAMPF protons of Line D are shared between the LANSCE target and the Weapons Neutron Research (WNR) facility, which results in LANSCE spectrometers being available to external users for unclassified research about 80% of each annual LAMPF run cycle. Measurements of interest to the Los Alamos National Laboratory may also be performed and may occupy up to an additional 20% of the available beam time. These experiments are reviewed by an internal program advisory committee. One hundred sixty-seven proposals were submitted for unclassified research and twelve proposals for research of a programmatic interest to the Laboratory; six experiments in support of the LANSCE research program were accomplished during the discretionary periods. Oversubscription for instrument beam time by a factor of three was evident with 839 total days requested and only 371 available for allocation.

Book excerpt: The Republic of Korea's industrial policy has directed that nation's economy through nearly three decades of spectacular growth. But the authors of this paper maintain that this policy is showing signs of being outmoded. The time has come, the authors argue, for the Korean government to stop managing the economy's structural development and to redefine the responsibilities of business and government. Under this proposed compact, the allocation of resources would shift from the government to the private industrial and financial sectors. The transformation of the government bureaucracy from an ad hoc policy role to one of a transparent and predictable regulator is a key to the success of this undertaking. These new directions would present the government with enormous challenges. Greater competitive discipline and regulatory oversight would be required. While dealing with the complexities of the transition, the government would have to maintain macroeconomic stability and the momentum of savings and investment. For comparison, the study examines the industrial economies of France, Germany, Japan, and the United States, which underwent similar shifts.

Book excerpt: An experiment performed in August, 1993, on the Low-Q Diffractometer (LQD) at the Manual Lujan Jr. Neutron Scattering Center (MLNSC) was designed to study the formation and annealing of He bubbles in aged 239Pu metal. Significant complications arise in the reduction of the data because of the very high total neutron cross section of 239Pu, and also because the sample are difficult to make uniform and to characterize. This report gives the details of the data and the data reduction procedures, presents the resulting scattering patterns in terms of macroscopic cross section as a function of momentum transfer, and suggests improvements for future experiments.

Long-range order can be determined with a high degree of accuracy by analyzing Bragg peak positions and intensities in data from single crystals or powders. However, information about short-range order is contained in the diffuse scattering intensity. This is difficult to analyze because it is low in absolute intensity (though the integrated intensity may be significant) and widely spread in reciprocal space.

Reservoir characterization is a process for quantitatively assigning reservoir properties, recognizing geologic information and uncertainties in spatial variability. This book contains 19 chapters, and begins with the geological characterization of sandstone reservoir, followed by the geological prediction of shale distribution within the Prudhoe Bay field. The subsequent chapters are devoted to determination of reservoir properties, such as porosity, mineral occurrence, and permeability variation estimation. The discussion then shifts to the utility of a Bayesian-type formalism to delineate qualitative ""soft"" information and expert interpretation of reservoir description data. This topic is followed by papers concerning reservoir simulation, parameter assignment, and method of calculation of wetting phase relative permeability. This text also deals with the role of discontinuous vertical flow barriers in reservoir engineering. The last chapters focus on the effect of reservoir heterogeneity on oil reservoir.
