Book excerpt: Excerpt from Continuation of the History of England, Vol. 2 He had, in his answer to their former address, assured them of his constant regard to the rights and prosperity of the nation: he had explained the exhausted state of the Dutch; cx-patiated upon the zeal of that republic for the interests of Britain, as well as the maintenance of the protestant religion; and expressed his hope that the English parliament would not only repay the sums they had expended in his expedition, but likewise fur ther support them to the utmost of their ability against the common enemies of their liberties and religion. He had observed that a considerable army and fleet would be necessary for the reduction of Ireland and the pro tection of Britain, and he desired they would settle the revenue in such a manner that it might be collected without difficulty and dispute. The sum total of the money expended by the states - general in William's expedition amounted to seven millions of guilders, and the commons granted six hundred thousand pounds for the discharge of this debt, incurred for the preservation of their rights and religion. They voted funds for rais ing and maintaining an army of two-and-twenty thou sand men, as well as for equipping a numerous fleet but they provided for no more than half a year's sub sistence of the tr00ps, heping the reduction of Ireland might be finished in that term; and this instance of frugality the king considered as a mark of their difii dence of his administration. The whigs were resolved to supply him gradually, that he might be the more dependent upon their zeal and attachment; but he was not at all pleased with their precaution. By the animal nature is here simply meant the impulses which lead to the love of acquisition and the glory of the battle-field, - both as purely animal impulses as any that mark the beasts that perish; both happily, now, though only very recently, reduced, in all most civilized comma nitiea under subjection to the moral and intellectual nature of man. Hence, in such political histories, battles and their details are too ti'equent. Nations, until a very recent period, have ia variably had recourse, in the settlement of all disputes, to the barbarous form of wager of battle, to decide the right, although, by the express laws of almost every nation in Europe, wag-sr of battle between individuals has been long abolished. It is extra ordinary that so barbarous and absurd a custom should have been thus so inconsistently persevered in, in the one case, while it has been abolished in the Other. The public mind in England is, however, at the present time, in general, as much opposed to the appeal to this antiquated ordeal in the one case as the other; and it is to be hoped that the page of the future historian will abound chie y in details of the moral and intellectual history of that as well as other nations; and that the history of society, of science, and of literature, will take high precedence of the his tory of politics. Meantime, the history of the politics of every nation must be studied by 'all who would observe the advance of nations, or truly understand their actual condition. More especially is that study important in respect of those nations where, as in England, the struggle between general independence and assumed individual prerogative, has been long continued and eventful, though crowned at last with noble and glorious success. History may be studied, like any other science, under the influence of a noble curiosity, with no end beyond the attainment of clearer knowledge of the past; but such study is either recreation for hours of leisure, or the task of the specialist historian. For the citizen, historical study with the ulterior object of gaining light in the future and guidance in the present, is an imperative duty; and my desire is to help the growing numbers who feel this. For this reason I have not hesitated in places to express my own opinions on certain controverted questions. I do not entertain either the hope or the wish that any reader should adopt the opinions I express without due examination, though in some cases, I may, for the sake of clearness and brevity, have put them too dogmatically. The claim I make is that the raising of party conflict round any question of economics or politics must not be allowed to exclude that question from the field of scientific research; but that, on the other hand, the fiercer the conflict, the more necessary it is for the ordinary citizen to endeavour to bring to his judgment of the issue the same freedom from bias and loyalty to truth with which the historian studies the bases of the social order of Athens, or the wars of the Egyptian kings.
