Dr. Burrage referred to the approaching 300th anniversary celebration of De Monts settlement at St. Croix Island, and it was voted that the committee appointed last year continue to have the matter in charge. The president read a memorial issued by the Massachusetts Historical Society regarding the preservation of the frigate Constitution now lying at the Charlestown Navy Yard, and it was voted that the president write a letter on behalf of this Society endorsing the views of the Massachusetts Historical Society. Hon. Harry Rust Virgin read a paper on "The Convention of 1819." Vote of thanks was passed and a copy was requested for the archives. A meeting of the Society was held at the library and was called to order by the president, Mr. Baxter, at 2.30 p. M. The librarian, Mr. Bryant, read his report of accessions to the library. Yet no invention has ever called forth more opposition and ridicule than theirs. To many it has seemed in the field of social reconstruction what perpetual motion is in the field of mechanics, - a thing that simply will not work. Prejudice, tradition and financial interest have ranged themselves against it. Many confusing factors have entered into its history and workings to perplex those whose natural sympathies are with legislation of this type. In an interview in the Wheeling Intelligencer (Oct. 26, 1883), Gov. Robie, the then chief executive of Maine, remarked: "It is really very difficult to get all the facts of the case. Almost every man forms his own judgment and it is likely to differ from that of almost every other man." In reading carefully upon this subject, however, certain things of which we can be fairly sure, gradually stand out. These we should summarize as follows: 1. Clay and the Whigs had brought forward various measures for distributing the proceeds of the sales, with special grants of money or land to the States wherein the land sold was situated. The Democrats of Maine were inclined to oppose such bills, on the ground that the land was the property of all the States and should not be given away. The protectionists, however, even in the East, approved of distribution bills because they lessened the income of the government and so made a tariff more necessary. The Kennebec Journal said that if a long view were taken, distribution appeared a wise measure, that it would settle the question if anything could and give the old States their just share, which otherwise they would lose. It will secure a great degree of steadiness and permanence in the tariff, ' which is of more importance, if possible, than the rate of duties.
