Book excerpt: The Los Alamos concept for accelerator transmutation of nuclear waste (ATW) employs a high-power proton linear accelerator to generate intense fluxes of thermal neutrons (>1016 n/cm2-s) through spallation on a lead-bismuth target. The nominal beam energy for an ATW accelerator is 1.6 GeV, with average current requirements ranging from 250 mA to 30 mA, depending on application specifics. A recent study of accelerator production of tritium (APT) led to the development of a detailed point design for a 1.6 GeV, 250 mA cw proton linac. The accelerator design was reviewed by the Energy Research Advisory Board (ERAB) and found to be technically sound. The Panel concluded that linac of this power level could now be implemented within the existing technology base, given an adequate component development program and an integrated engineering demonstration of the front end.

Book excerpt: The purpose of the Los Alamos ATW (Accelerator Transmutation of nuclear Waste) project is to utilize a high-energy (800--1600 MeV), high current (25--60mA) proton beam to generate a large neutron flux for the transmutation of nuclear wastes. Our theoretical modeling efforts have been directed toward designing a device that will transmute the 2000 kg of Tc and I in the Hanford waste depository along with significant quantities of actinides. Previous system studies have indicated the feasibility of such a device. However, it required thirty years to transmute 2000 kg of Tc and 400 kg of Np. In the present work, we have expanded on the previous study and focused on a device which will significantly reduce the time required for the transmutation of the fission products. 3 refs., 1 tab.

Book excerpt: The Los Alamos Accelerator Transmutation of Waste (ATW) concept has many potential applications that include defense waste transmutation, defense material production (i.e., tritium and 238Pu), and the transmutation of hazardous nuclear wastes from commercial nuclear reactors (fission products and actinides). A more advanced long-term Los Alamos effort is investigating the potential of an accelerator- driven system to produce fission energy with a minimal nuclear waste stream. All applications employ a high-energy (800- to 1600-MeV), high-current (25--250 mA) proton linear accelerator as the driver. In this report, we discuss only the target/blanket conceptual design for the commercial nuclear waste application. A conceptual design for the target/blanket of the Los Alamos ATW concept has been presented. The neutronics, mechanical design, and heat transfer have been investigated in some detail for the base-case design. Much more work needs to be done, but at this point it appears that the design is feasible and will approach the design goal of supporting two commercial power reactors with each target/blanket module.

Book excerpt: Long-lived radioactive materials from the operation of nuclear power plants and from the maintenance and decommissioning of nuclear weapons pose environmental and security risks. Technologies that would counter such risks are under intense study worldwide. One such technology, transmutation by nuclear means into shorter-lived materials, was the subject of an international workshop in Russia, where the need for a viable solution of this problem is particularly strong.Current problems of that technology and future perspectives and cooperative research possibilities involving Russian and East European facilities are discussed by scientists from Russia, the United States and seven other countries representing basic research institutes, former nuclear weapons laboratories and nuclear industries. Computer modeling, data bases and experimental investigations needed for the conceptualization of demonstration, prototype and production facilities are treated in detail. Progress on the planning and construction of the first demonstration facilities is also described.From these proceedings it becomes evident that the problems inherent in radioactive waste accumulation can be solved only by international cooperation in which conventional methods are supplemented by new technologies, and that such a solution may require a sustained effort comparable to the Manhattan Project and the analogous project in the former USSR at the beginning of the nuclear era.

Book excerpt: One of the largest, most complicated and expensive environmental problems in the United States is the cleanup of nuclear wastes. The US Department of Energy (DOE) has approximately 4,000 contaminated sites covering tens of thousands of acres and replete with contaminated hazardous or radioactive waste, soil, or structures. In addition to high-level waste, it has more than 250,000 cubic meters of transuranic waste and millions of cubic meters of low-level radio-active waste. In addition, DOE is responsible for thousands of facilities awaiting decontamination, decommissioning, and dismantling. DOE and its predecessors have been involved in the management of radioactive wastes since 1943, when such wastes were first generated in significant quantities as by-products of nuclear weapons production. Waste connected with DOE's nuclear weapons complex has been accumulating as a result of various operations spanning over five decades. The cost estimates for nuclear waste cleanup in the United States have been rapidly rising. It has recently been estimated to be in a range from $200 to $350 billion. Costs could vary considerably based on future philosophies as to whether to isolate certain sites (the ""iron fence"" philosophy), or clean them up to a pristine condition (the ""greenfields"" philosophy). Funding will also be based on Congressional action that may reduce environmental cleanup, based on budget considerations.
