The blight of physical, mental, and moral decadence is weighing heavily upon the human race in every land, in every stage of development. Whole tribes of men are becoming extinct, while new species of maladies and new varieties of known dis eases are constantly making their appearance. Insanity, epi lepsy, and imbecility have increased three hundred per cent in fifty years. At the present rate of increase, these defectives will in fifty years more constitute one per cent of the entire population. The race is rapidly going down.
