Yet researchers from these different disciplines have tended to work in isolation from each other. This book aims to create a space for new interdisciplinary debate in this area, through bringing together contributions on literacy and development from the fields of education, literacy studies, anthropology and economics. The book extends our theoretical understanding on the ways in which people’s acquisition and uses of literacy influence changes in agency, identity, social practice and labour market and other outcomes. The chapters discuss data from diverse cultural contexts (South Africa, Bangladesh, India, Nepal, Peru, and Mexico), and from contrasting research paradigms. The contributors examine the significance of culture and socio-economic contexts in shaping such processes. As such, they contribute to our understanding of the role of literacy in processes of poverty reduction, and its importance to people’s capabilities and wellbeing. The themes covered include: the dynamics of literacy use in the production of agency, the enactment, negotiation and embodiment of new social identities - including gendered and religious identities; the impacts of literate identities and use on institutional relations and social participation; the dynamics of literacy ‘sharing’ and their externalities within and beyond households; formal analysis of the impacts of proximate illiteracy on labour market and health outcomes across men and women and social contexts. This book was published as a special issue of the Journal of Development Studies.

Book excerpt: This document records the oral and written testimony given at a congressional hearing on school-to-work transitions, focusing on four local programs that have involved cooperation between industry, labor, schools, and the local community to help young people bridge the gap between school and work. The four programs described are as follows: (1) the General Motors-United Auto Workers Quality Education Program designed to bring female and minority high school students into the skilled trades; (2) BOSS (Business as On-Site Schools), a cooperative effort with Southern Bell, the Communication Workers of America, and the Alachua County School Board in Florida, in which at-risk students work at a Southern Bell facility for 20 hours per week under the direction of a mentor; (3) the Pennsylvania Youth Apprenticeship Program of the Industrial Modernization Center in Pennsylvania, which is operated as a machine shop youth apprenticeship program primarily for the metal trades; and (4) the Roosevelt Renaissance Program, a high school restructuring program in Portland, Oregon. All witnesses emphasized the cooperation needed in their programs, and the successes they had achieved. More such efforts were advocated, and federal legislation addressing the need for such programs is being drafted. (KC)

Book excerpt: Individually administered literacy assessments were conducted with approximately 6,000 adults representing the 20 million persons served by the U.S. Department of Labor's (DOL) Employment and Training Administration through the Job Training Partnership Act (JTPA) or the Employment Service/Unemployment Insurance programs. Information-processing skills were measured in three areas key to the day-to-day management of life: prose comprehension skills, document literacy skills, and quantitative skills. Some of the findings of the study were the following: (1) people in the DOL programs who have higher levels of literacy skills tend to avoid long periods of unemployment, earn higher wages, and work in higher-level occupations than program participants with lower skills; (2) 40-50 percent of clients had literacy skills in the lowest 2 of the 5 defined literacy levels; (3) about one-fifth of the clients had literacy skills at the highest two defined levels; (4) Black and Hispanic populations were not different from each other, but they were disproportionately represented at both ends of the literacy scale compared to Whites; and (5) 35-40 percent of high school graduates tested scored in the lowest two levels of the scale. The following conclusions were reached: (1) outcome measures should ensure comparability across individuals and time periods; (2) literacy requirements of key job families should be identified; (3) individuals with low literacy levels will have limited success in job training programs and the job market; and (4) there is a significant need for adult education programs for low-literate persons. It is based on research conducted by the author over a forty-year career in adult literacy education, featuring the voices of varied adult groups, including: prisoners, the long-term unemployed, local council workers, manufacturing workers, adult literacy students, marginalised young people, vocational students, and patients living with a chronic illness (type 2 diabetes). Each chapter explains how dominant society views these adult groups in relation to literacy, and provides a qualitative examination at the local level of how members of these groups manage the literacy practices of their everyday lives.
