Book excerpt: This report provides the water accounting study for Litani River basin in Lebanon carried out by IHE Delft using the Water Productivity open data portal (WaPOR) of the Food and Agricultural Organization (FAO). The Litani River basin is one of the key river basins in Lebanon and it is experiencing water scarcity with annual renewable water resources being 606.9 mm3/yr. With an estimated population of 375 000 in 2010 and doubled by 2016 due to the Syrian refugee crisis, the total per capita water availability is around 800 m3/cap/yr indicating water shortage. Increasing challenges such as growing population, climate change, groundwater over-exploitation and inter-basin transfers have put the available water resources in the basin under stress. The completeness and quality of the hydro-meteorological records are insufficient to draw an appropriate picture of the water resources conditions. However, the Water Accounting Plus (WA+) system designed by IHE Delft with its partners FAO and IWMI has been applied to gain full insights into the state of the water resources in the basin for the period 2010 to 2016. The WA+ framework is a reporting mechanism for water flows, fluxes and stocks that are summarized by means of WA+ sheets.

Book excerpt: Litani River is the story of No.11 (Scottish) Commando's daring raid behind enemy lines during Operation Exporter in Syria in 1941. The book follows the unit's officers and men from its formation in Galashiels, through arduous commando training on the Isle of Arran; and on to the Middle East via Cape Town and Cyprus. The story climaxes with the Commando taking part in the first opposed amphibious landing on an occupied shore by a complete Commando Force. Tasked to land from the sea and attack the enemy from the rear, securing and holding the ground around the Litani River, enabling the advancing 21st Australian Brigade to cross the river and advance on to Beirut. Divided into three parties, X, Y and Z, they run into difficulties immediately; in rough seas and with the danger of their landing craft capsizing, the landing is aborted in clear view of the enemy. The second attempt the following night also has its problems, and instead of landing behind the enemy they are landed in front and are left with no option but to mount frontal assaults against heavily armed and fortified enemy troops who know exactly when and from where they were coming. Chaotic and confused fighting follows with disastrous results for the unit; of the 406 men that landed 130 are killed or wounded in nearly 29-hours of fighting, for which they only had enough ammunition and food to last eight. Among those killed in action was the Commanding Officer, however, despite being out numbered and suffering incredible misfortune and difficulties they were able to hold the line long enough for the Australians to cross the river and continue with their advance to Beirut. For their gallantry four Military Crosses, one Military Medal and two Distinguished Conduct Medals were awarded. The book tells the story from the words of the men themselves, through official reports, personal recollections, and from a series of interviews and correspondence with surviving members of the Commando.

Book excerpt: Water has become a challenging resource that many countries worldwide are concerned with. Thus, water is often linked with health, society development, national income and even international geo-politics. Sometimes, water resources are unavailable, but successful management involves developing approaches and projects to assure water supply. However, there are some countries with available water resources, but unsatisfactory management, and thus complain about water supply becoming a national problem. This situation is prevalent in Lebanon, a country characterized by abundant water resources whether on the surface or sub-surface. It is a paradox that there is still imbalance in water supply/demand in Lebanon, and water resources are now under stress due to chaotic use. This has been exacerbated by the oscillating climatic conditions, increased population and improper management. Therefore, people receive less than one-third of their water needs, and most water supplied is of poor quality. The current status shows a descending trend. Undoubtedly, if the water sector in Lebanon continues this way, we should anticipate unfavourable (and may be severe) consequences. Many studies have been conducted on water and related disciplines in Lebanon; however, all of them focus on specific themes and sometimes defined regions. Nevertheless, the occurred changes on the influencers (natural and man-made) have not been considered. This book is the first of its type for Lebanon, and it shows all aspects of water resources with updated measurements and findings obtained by adopting new techniques. It diagnoses in-depth the major elements of water flow/storage mechanism that have never been covered in such a comprehensive manner before. Also, this book introduces and analyses the existing challenges and proposes solutions. It represents a comprehensive investigation of the water resources in Lebanon.

Book excerpt: This book examines Nile water security through the morphology of the river: it uses the always changing form of the river as a theoretical and empirical device to map and understand how infrastructures and discourses dynamically interact with the Nile. By bringing a history of two centuries of dam development on the Nile in relation with the drainage of a hill slope in Ethiopia on the one hand and irrigation reform in Sudan on the other, the author shows how the scales, units and ‘populations’ figuring in projects to securitize the river emerge through the rearrangement of its water and sediments. The analysis of ‘Making water security’ is more than yet another story of how modern projects of water security have legitimized often violent dispossessions of Nile land and water. It shows how no water user is confined by the roles assigned by project engineers and planners. As ongoing modern ‘development’ of the river reduces the prospects for new large diversions of water, the targeted subjects of development and modernization make use of newly opened spaces to carve out their own projects. They creatively mobilize old irrigation and drainage infrastructures in ways that escape the universal logic of water security.

In Concrete Revolution, Christopher Sneddon offers a corrective: a compelling historical account of the US Bureau of Reclamation’s contributions to dam technology, Cold War politics, and the social and environmental adversity perpetuated by the US government in its pursuit of economic growth and geopolitical power. Founded in 1902, the Bureau became enmeshed in the US State Department’s push for geopolitical power following World War II, a response to the Soviet Union’s increasing global sway. By offering technical and water resource management advice to the world’s underdeveloped regions, the Bureau found that it could not only provide them with economic assistance and the United States with investment opportunities, but also forge alliances and shore up a country’s global standing in the face of burgeoning communist influence. Drawing on a number of international case studies—from the Bureau’s early forays into overseas development and the launch of its Foreign Activities Office in 1950 to the Blue Nile investigation in Ethiopia—Concrete Revolution offers insights into this historic damming boom, with vital implications for the present.
