Since it came into force 25 years ago, debate has raged over its most basic assumptions. CITES treats the international trade in wildlife as the most important threat to the continued existence of wild species. It offers a prescription of trade bans and restrictions for endangered species. However, it is now generally acknowledged that for most species habitat loss is a much more significant threat. Some argue that the CITES remedy actually exacerbates the problem by removing the incentive to conserve wildlife habitat. This collection of essays, the first of its kind, charts the controversies and changes within CITES. It provides case studies of the way CITES has dealt with particular species and notes the growing role of the South in shaping the direction of the treaty. It considers the role of sustainable use, the precautionary principle and unilateralism within CITES. Finally, it examines options for the future of CITES. Implicit within a number of the contributions is the recognition that questions of wildlife conservation cannot be divorced from wider issues of land use, development and social justice. This book provides an essential resource for policy makers, practitioners, academics and students concerned with conservation, development and trade.

This theme Conventions, Treaties and other Responses to Global Issues deals with the issue of international resource regimes. These are formal responses by states to the threats posed by trans-boundary pollution or the distribution of resources. In the past thirty years the number of international environmental agreements has steadily risen to reach record numbers and these agreements have secured a firm place in the hierarchy of international affairs. There is a loose assumption that this is a good thing and that this rise has resulted in a commensurable improvement in environmental protection and resource allocation. But is this actually the case? In fact, is there a positive correlation at all? Or are there negative correlations? What are the connections between environmental diplomacy and environmental protection and how can environmental protection be achieved? These are just a few of the questions that will be addressed in this theme, whilst at the same time giving an overview of the most important international resource regimes and the most influential international organizations having an environmental impact. The theme takes the following shape: the first section introduces issues of international environmental law and its history, showing that international law can take many different forms. Here we explain what policy tools states have in drafting responses to global environmental issues. The second section deals with the most prominent international environmental agreements and gives a state of the art overview of existing regimes. The third and last section of this theme introduces the key actors in the international arena besides states, such as international organizations and civil society actors, such as pressure groups. Book excerpt: This book brings together recent and ongoing empirical studies to examine two relational kinds of politics, namely, the politics of nature, i.e. how nature conservation projects are sites on which power relations play out, and the politics of the scientific study of nature. These are discussed in their historical and present contexts, and at specific sites on which particular human-environment relations are forged or contested. This spatio-temporal juxtaposition is lacking in current research on political ecology while the politics of science appears marginal to critical scholarship on social nature. Specifically, the book examines power relations in nature-related activities, demonstrates conditions under which nature and science are politicised, and also accounts for political interests and struggles over nature in its various forms. The ecological, socio-political and economic dimensions of nature cannot be ignored when dealing with present-day environmental issues. Nature conservation regulations are concerned with the management of flora and fauna as much as with humans. Various chapters in the book pay attention to the ways in which nature, science and politics are interrelated and also co-constitutive of each other. They highlight that power relations are naturalised through science and science-related institutions and projects such as museums, botanical gardens, wetlands, parks and nature reserves.
