About 95 per cent. of the men's fine gloves used in the United States are made here while only about 5 per cent. or 6 per cent. of the women's gloves used in the United States are made here.4 Two factors are found here, however, one the larger profit on men's gloves and the other the smallness of the trained labor force. This statement does not appear in the Hearings, but was made to the writer by Mr. Brooks in an interviejv.y, 4 Tariff Hearings, Nov. 28, 1908, pp/ssSg seq. Clearly, then, the admitted increase of selling price of men's gloves entitles the public to know the facts upon which are based the tariff rate making the increase possible. The manufacturer argues that he does not get the increase, that it is just sufficient to cover the difference in cost of production in American and European glove-producing centers. Our problem now is to trace this tax to its point of incidence. To answer our first question we must first lay down some principles by which to test the tax. Three groups must be considered: the laborers, the manufacturers, and the consuming public. The first two classes are to a degree identical with the third class, but the degree is so slight that we may say they are mutually exclusive. To the laborer the question of importance in a tariff rate is the question as to whether the rate is sufficient to enable him to collect wages to cover the cost of living according to the standard of his own country.
