Compulsory If iu localities where the employment of a pilot is compi otage. pulsory a master of an unexempted ship pilots his vessel, or employs an unqualified person to do so after a qualified pilot has offered to take charge of her, he will incur a penalty of double the amount of the pilotage dues, unless he holds a pilotage certificate himself (a). The employment of pilots continues under the Merchant Shipping Act, 1854 (b), to be compulsory in all districts where it was previously compulsory, subject to any alteration made by any pilotage authority under its power to allow exemptions from compulsory pilotage (c). All previous exemptions from compulsory pilotage also continue in force (d).
