The adoption of long-term targets and supporting policy measures has resulted in strong growth in renewable energy consumption across the region, from a 9% share in 2005 to 16.7% in 2015. Currently, the EU is on track to meet its 20% target established for 2020. In October 2014, the European Council agreed on a new set of energy and climate targets for the period up to 2030 (European Council, 2014), including a minimum target of 27% for the share of renewable energy consumed in the EU. This agreement was followed by the Energy Union framework strategy of February 2015, which aims to make the EU "the world leader in renewable energy" (European Commission, 2015a). The European Union ratified the Paris Agreement, which established the goal to limit the rise in global temperatures this century to "well below 2°C" compared to pre-industrial levels. In practice, this entails reducing global carbon emissions from energy use to zero by 2060 and maintaining that level until the end of the century. ... For the crucial 2020-2030 period, the European Commission tabled the "Clean Energy for All Europeans" package in November 2016. The package proposes a regulatory framework to support renewable energy deployment (European Commission, 2016a). The International Renewable Energy Agency (IRENA), at the Commission's request, has carried out an assessment of the renewable energy prospects of the European Union to 2030 to support discussion on this proposal. The study, conducted in close collaboration with the Commission, also forms part of REmap - IRENAs' renewable energy roadmap. The resulting REmap EU study aims to identify cost-effective renewable energy options across all Member States, sectors, and technologies, in order to meet - and potentially exceed - the proposed 27% renewables target for 2030

Book excerpt: Setting a renewable energy (RE) target necessitates a comprehensive assessment of its impacts on the energy system and at the macroeconomic level in the European Union (EU). The decision of the EU about the renewable energy target is based on such impact assessments. We postulate that the EU could be more ambitious with respect to the RE target without endangering economic growth in the EU. We review fifteen impact assessment studies of the EU's energy transition in this paper. We classify and interpret the modelling used in these studies and their results, apply descriptive statistics and analysis, and show how model features and input parameters influence the impacts of different shares of renewable energies (RE) on the energy system and the wider economy. The variety of input factors and modelling approaches used explain the diverging results of the assessments. There are two crucial criteria to measure the impact: First, gross domestic product (GDP), which is the best indicator of overall change. GDP considers fossil fuel imports, prices, domestic additional generation and investments, and shows the resulting impacts of changes in these factors on welfare in monetary units. Second, energy system costs indicate what it costs to achieve a target and how efficiently this is done. We conclude that the European Union could feasibly increase its share of renewables without any negative impact on the economy, especially in the light of recent cost developments.

In general, Eastern European and Baltic states face higher support expenditures but also benefit more in terms of avoided fossil fuels and CO2 emissions. The overall financial burden of the binding EU-wide RES target of at least 27% of the EU's energy consumption by 2030 seems to be bearable. However, a clear concept and an agreement on the effort sharing across Member States has to follow. Alternative scenarios show that despite increased costs, a higher target set at EU level would increase system related benefits significantly. In addition, it would benefit the EU trade balance due to a (significantly) decreased demand for fossil fuels and related imports from abroad. If prevailing non-economic barriers were removed and energy efficiency measures implemented, a higher RES share for 2030 of 30% or more would be much more easily achievable.
