Given the complexity of relations between the Republic of Korea (ROK) and the Democratic People's Republic of Korea (DPRK), such an assessment of the conventional, asymmetric, and CBRN (chemical, biological, radiological, and nuclear) capabilities on each side is vital to negotiations between states and efforts at arms control. At the same time, there is no one Korean military balance that can be used for policy planning or arms control negotiations until decisions are made about what forces and issues to address. The tensions between the Koreas -- and the potential involvement of the People's Republic of China, Japan, and the United States at both the political and military level -- create a virtually open-ended spectrum of possible conflicts. This is particularly true if one considers the number of times that war has grown out of unpredictable incidents and patterns of escalation, the historical reality that the probability of less likely forms of war actually occurring has been consistently higher than what seem to be the most probable contingencies in peacetime, and the patterns of escalation that seem most likely from the viewpoint of a "rational bargainer."

The analysis shows that the Korean balance is sharply affected by the uncertain mix of cooperation and competition between the United States and China. The U.S. rebalancing of its forces to Asia and the steady modernization of Chinese forces, in particular the growth of Chinese sea-air-missile capabilities, affect the balance in the Koreas and Northeast Asia. They also raise the possibility of far more intense conflicts that could extend far beyond the boundaries of the Koreas.

Book excerpt: In recent decades, several East Asian nations have undergone democratic transitions accompanied by changes in the balance of power between civilian elites and military leaders. These developments have not followed a single pattern: In Thailand, failure to institutionalize civilian control has contributed to the breakdown of democracy; civil-military relations and democracy in the Philippines are in prolonged crisis; and civilian control in Indonesia is yet to be institutionalized. At the same time, South Korea and Taiwan have established civilian supremacy and made great advances in consolidating democracy. These differences can be explained by the interplay of structural environment and civilian political entrepreneurship. In Taiwan, Korea, and Indonesia, strategic action, prioritization, and careful timing helped civilians make the best of their structural opportunities to overcome legacies of military involvement in politics. In Thailand, civilians overestimated their ability to control the military and provoked military intervention. In the Philippines, civilian governments forged a symbiotic relationship with military elites that allowed civilians to survive in office but also protected the military's institutional interests. These differences in the development of civil-military relations had serious repercussions on national security, political stability, and democratic consolidation, helping to explain why South Korea, Taiwan, and, to a lesser degree, Indonesia have experienced successful democratic transformation, while Thailand and the Philippines have failed to establish stable democratic systems.

Book excerpt: In the first book to focus on civil-military tensions after American wars, Thomas Langston challenges conventional theory by arguing that neither civilian nor military elites deserve victory in this perennial struggle. What is needed instead, he concludes, is balance. In America's worst postwar episodes, those that followed the Civil War and the Vietnam War, balance was conspicuously absent. In the late 1860s and into the 1870s, the military became the tool of a divisive partisan program. As a result, when Reconstruction ended, so did popular support of the military. After the Vietnam War, military leaders were too successful in defending their institution against civilian commanders, leading some observers to declare a crisis in civil-military relations even before Bill Clinton became commander-in-chief. Is American military policy balanced today? No, but it may well be headed in that direction. At the end of the 1990s there was still no clear direction in military policy. The officer corps stubbornly clung to a Cold War force structure. A civilian-minded commander-in-chief, meanwhile, stretched a shrinking force across the globe. With the shocking events of September 11, 2001, clarifying the seriousness of the post-Cold War military policy, we may at last be moving toward a true realignment of civilian and military imperatives.

Book excerpt: At present, some analysts advocate a reduction or withdrawal of U.S. troops from the Korean Peninsula and a return of all the rights of command to the ROK government. This will increase risk of another war on the Korean Peninsula. If war were to break out, Korea might be devastated economically, returning the people to the poverty levels of 1953. War on the Korean Peninsula might also lead to, or precipitate, another World War because the powerful allied nations (both U.S. and USSR) would participate in that war. Therefore, peace on the Korean Peninsula is very important and can be achieved if the ROK and NK perceive each other as possessing balanced military strength. NK currently has superior military strength. So to maintain peace, if the U.S. were to withdraw, it would be necessary for the ROK government to increase defense spending. This thesis identifies the tank gap as a major factor of military strength and provide some ideas to the ROK government for the military equipment modernizing plan. This thesis provides numerical quantitative assessment of the current balance of tank forces between the ROK and NK, as well a dynamic assessment using the Lanchester combat model.
