Book excerpt: The principal focus of the papers collected in this book is the Republic of Korea (ROK)-U.S. alliance and the challenges it faces from tensions within the alliance, the effects of the alliance partners' interaction with North Korea, and the economic pressures that affect the alliance. These papers were presented at the 16th Annual Conference of the Council on U.S.-Korea Security Studies in October 2001. Because of the elapsed time, the reader could be tempted to think that the events since these papers were presented have overtaken the arguments of the presenters. This is far from the truth. Each of these papers reflects the enduring historical forces, geopolitical realities, and national interests that affect Northeast Asia, the Korean peninsula, and the ROK-U.S. alliance. The descriptions of the alliance mechanisms, the Armistice machinery, the Agreed Framework, and the economic imperatives that affect the alliance thus have continuing value. The policy recommendations are still germane and worthy of the consideration of those to whom the future of the alliance is entrusted.

Culture, as it refers to NACD issues, consists of those enduring and widely-shared beliefs, traditions, attitudes, and symbols that inform the ways in which a state's or society's interests and values with respect to security, stability and peace are perceived, articulated, and advanced by political actors and elites. The papers cover a range of states and regions: south-east Asia, China, India, Latin America, and the Middle East. Each examines a range of concrete issues and cases connected with NACD issues, and orientations towards security more generally.

Book excerpt: Confidence building as an approach to international security management has traditionally focused on developing agreements featuring well-known confidence building measures, as opposed to the activity of confidence building itself. This report begins with a critical review of traditional confidence building ideas which highlights some problems that continue to undermine conventional treatments of confidence building. It then discusses in some detail the essential elements that comprise the transformation view of confidence building. That view shifts attention away from operational measures towards the processes associated with their development and application. According to that view, confidence building is a distinct activity undertaken by policy makers with the minimum intention of improving some aspects of a traditionally antagonistic security relationship through security policy co-ordination and co-operation. It requires interaction among officials and experts from participating states when conditions are supportive of change.

During 1997 Canada will host the annual Leaders Meeting of the Asia Pacific Economic Cooperation (APEC) forum and a number of apec ministerial meetings. As many of our contributors suggest, Canada has not yet acquired much of a presence in the Asia Pacific region, and we have some distance to go before our status as an Asia Pacific nation is taken seriously by our APEC partners. The high profile of Team Canada missions should not be mistakenly interpreted as evidence of concerted Canadian policy with respect to Asia Pacific. In terms of educational or economic linkages with the countries of APEC, Canada could take lessons from Australia, a country whose policies our authors compare with Canada's.
