Book excerpt: The Dead Sea basin plays a major role for regional economic development (industry, tourism and agriculture) in the Middle East. This potential is threatened by the steady disappearance of the Dead Sea. Since around 1930 the water level of the Dead Sea has fallen by about 25 m, about half of this alone in the last 20 years. The Dead Sea is a transboundary resource shared by Israel, the Palestinian Authority and Jordan. The Dead Sea is the terminal point of the Jordan River watershed and as such, it serves as a barometer for the health of the overall system. Its rapid decline reflects the present water management strategies of the riparian and upstream countries. This includes the different water cultures of the three countries. Throughout history, the Dead Sea basin has served as a source of refuge and inspiration for followers of Judaism, Christianity and Islam. Today, the religious significance of the Dead Sea is being overshadowed by its rapid disappearance. This may be explained in part by the water cultures of the three countries that influence water policy in the region. Ideology, together with culture and tradition, such as that of Zionism in Israel, has played a central role in water development in the region. In many cases, this has been at the expense of the environment. Elements pertaining to environmental security and water culture and tradition, whereby a sustainably managed environment provides for social, economic as well as environmental benefits are evident with regards the Dead Sea. The decline for example, undermines its potential as a tourist destination, despite the enormous investment in hotel and resort infrastructures in Israel and in Jordan. The decline also raises ethical issues about the exploitation of water resources by present generations at the expense of this natural heritage to future generations. This paper provides an analysis of a European Union funded project whose aims are to synthesize and assess existing physical and socio-economic data and to assess options for a better future for the Dead Sea. It will identify the patterns of water supply and use in the region, and the factors that control these patterns, including those of water culture. The underlying assumption is that solutions for a more sustainable development than today's scenario will not come from simply providing more water for more development, but from a new land and water management system, indeed ethic, that is sensitive to social, cultural and ecological resources thereby providing security and stability across cultures, economic sectors and nations.

Book excerpt: This book presents the results of the Interdisciplinary Research Group "Society – Water – Technology" of the Berlin-Brandenburg Academy of Sciences and Humanities. It describes interdisciplinary evaluation criteria for major water engineering projects (MWEPs) and portrays an application to the Lower Jordan Valley (Middle East) and the Fergana Valley (Central Asia). Both areas are characterised by transboundary conflicts, by challenges due to demographic and climate change and by political and societal pressures. Based on the findings, the book provides recommendations for science and political decisions makers as well as for international financing institutions. In addition, it outlines research gaps from an interdisciplinary perspective. In the past, MWEPs have been used as an instrument to cope with the demands of growing populations and to enhance development progress. Experiences with MWEPs have shown that a purely technical approach has not always brought about the desired results. In many cases, MWEPs have even resulted in negative implications for society and environment. Therefore, improved management strategies and enhanced technologies for a sustainable water resource management system are a prerequisite to meet present and future challenges. And, moreover, the continuous evaluation and optimisation of these measures is, likewise, a must.

The cross-cutting themes of the workshop were the elements or principles of science-based decision making, the role of the scientific community in ensuring that science is an integral part of the decision making process, and ways to improve communications between scientists and decision makers.

Jeffrey K. Sosland demonstrates that while water scarcity might generate political tension, it does not by itself precipitate war, nor is it likely to do so. At the same time, efforts to promote water cooperation, such as those initiated by the United States, have an identifiable political benefit by creating rules, building confidence, and reducing tensions among adversaries. Sosland concludes that while this alone might not resolve the overall conflict, it does create positive long-term value in achieving peace.

Im ersten Teil wird das Untere Jordantal im physischen sowie sozio-ökonomischen Kontext behandelt. Das zweite Kapitel konzentriert sich auf die Aspekte, die zur aktuelle Situation geführt haben. Dabei wird zunächst ein historischer Abriss über ide Entwicklung der heutigen Landnutzung, insbesondere der Bewässerungswirtschaft, gegeben. Das Lower Jordan River Basin beheimatet ca. 80 % der jordanischen Bevölkerung und verbraucht entsprechend auch etwa 80 % der nationalen Wasserressourcen. Während die Bewässerungslandwirtschaft weniger als 5 % des BIP ausmacht, verbraucht sie doch nahezu 70 % des nationalen Wasserbedarfs. Einem sich erneuernden natürlichen Wasserdargebot von 780 MMC steht ein Vebrauch von 1,35 MMC entgegen. Dieses Ungleichgewicht wird sich aufgrund des Bevölkerungswachstums und des steigenden Wasserbedarfs in den kommenden Jahren weiterhin dramatisch verschlechtern. Im dritten Kapitel werden verschiedene Optionen für eine künftige Sicherstellung des Wasserbedarfs erörtert. Neben möglichen technischen Einsparungen im Agrarbereich werden auch die Möglichkeiten von Mehrfachwasserverwendung diskutiert, ohne die Jordanien in der Zukunft nicht auskommen wird. Allerdings wird auch kritisch hinterfragt, inwieweit die Einsicht für ein integriertes Wassermanagement mit der Realität korreliert. Erste Schritte hin zu einer nachhaltigen Wasserversorgung wurden bereits vollzogen, doch das angestrebte Ziel ist noch weit entfernt. Notwendige Schritte sind nicht nur im Bereich des Wassermanagements erforderlich, auch die Bewertung des Gutes Wasser und den damit verbundenen Kosten sowie eine langfristige Umorientierung der jordani
