The attack submarine, which predominantly operated independently in the past, will serve as a force multiplier for a joint task force responding to some crisis in the world. Central to the Joint Task Force Commander (JTFC) being able to use the attack submarine to meet his objectives is that he be able to operationally control those attack submarines. Today, the operational control (OPCON) of attack submarines is retained by the Submarine Type Commander or his subordinate in all naval, joint, or allied exercises. To enhance unity of effort, operational movement, operational maneuver, and operational tempo, the JTFC should be given OPCON of attack submarines used for the achievement of his objectives. The time to implement this change is not when we are faced with the next regional conflict requiring the attack submarine to participate with the Joint Task Force in more than just a strike warfare role. So that the U.S. Navy as a whole is practiced in the integration and effective use of attack submarines, the OPCON of attack submarines should routinely be given up by the Submarine Type Commander in naval and joint exercises.

These capabilities include; surveillance and intelligence gathering, special warfare operations, mining, precision strike, anti-submarine warfare, anti-surface warfare, and others. Innovative uses of the submarine need to be examined especially in the area of special forces operations. The Joint Task Force Commander can use the submarine in many scenarios and must consider its use in the planning of contingencies, in the employment of forces, and in the application of the principles of war. The submarine force as a low risk - high gain force may become the weapon of choice for the operational commander in the regional conflict.

In light of these requirements, this paper examines the influence of the fast attack nuclear submarine (SSN) and the Joint Force Commander's (JFC) employment of SSNs as an operational-level asset. The history of submarine warfare provides many lessons regarding submarine employment. Although the JFC can use submarines to accomplish or support a broad scope of missions, optimum employment requires analysis of the characteristics, capabilities, and expertise of submarines. The intrinsic and enduring characteristics of the SSN are stealth, mobility, endurance, and flexibility. The SSN also possesses diverse capabilities that allow it to perform a number of missions in support of the operational commander. These include theater ISR, support of ground components and operations ashore, and attacks on sea-based threats and objectives. Matching the submarine's characteristics with these capabilities yields several employment principles. For the JFC, SSNs are flexible assets that are best employed operationally deep where autonomous, survivable, or enabling forces are required. As an operational asset, the SSN contributes directly to several of the JFC's operational functions. First, submarines are important to the JFC because of their role in operational intelligence. Because of their stealth and forward positions, SSNs are able to conduct ISR directed at the enemy's operational weaknesses and centers of gravity. Second, the SSN's mobility and endurance enable it to execute operational maneuver. Third, through their USW, SUW and MIW capabilities, SSNs provide superb operational protection of naval forces. Finally, the SSN's extensive operational reach and autonomy make it particularly effective at conducting operational fires. Effective employment of SSNs will help the JFC achieve leverage and freedom of action in the theater.

Book excerpt: With the Navy's shift in focus from blue water operations to littoral warfare, significant effort has been expended toward developing operational concepts that optimize the employment of naval forces, with the emphasis being placed on the Naval Expeditionary Task Force (Carrier Battle group and Amphibious Ready Group). Submarines play a key role in tactical operations within the battle group, but also have the potential to have a significant impact on the operational level of war, if properly utilized by the theater CINC. In order to get the most out of the submarine force, the CINC must balance operational tasks with the tactical needs of the CJTF. If the CINC allows the CJTF to control the SSNs to conduct littoral warfare tasks, he is forfeiting some of his operational flexibility. By viewing the JTF as a unit operating at the operational/tactical level, the CINC can better focus on tasks that need to be accomplished at the operational level. Employment of SSNs at this level of warfare can fill the gap that has been left by the Navy's concentration on littoral warfare. Emphasis on the development of doctrine for littoral warfare need to focus on the value of the SSN at all levels of warfare. Proper integration at all levels will result in maximum flexibility and will restore blue water Navy capabilities to the theater commander.

Book excerpt: In an effort to rethink how the Army fights, the 1993 FM 100-5 Operations, recognizes the fact that the Cold War has ended and the strategy of the United States has changed. The Army's doctrine reflects a shift to stronger joint operations and incorporates a myriad of changes to include a new Army tenet - versatility. The versatility of an aviation task force is inherent in its ability to deploy from naval vessels, ingress landfall with the purpose of conducting major operations (asymmetrical and symmetrical). This monograph examines the desirability and feasibility of an aviation task force, using naval vessels as a force projection platform, to support operational objectives. The analysis begins with a historical review of adapting aviation forces to different environments. Lessons learned from the past can provide valuable insights into the types of major operations that an aviation task force can conduct in the future. This monograph examines three separate but related areas necessary for an aviation task force to conduct operations from the sea. A discussion of the types of major operations will follow the historical survey of adaptive aviation forces. Employment of aviation task forces and sustainment issues follow. The monograph concludes that an aviation task force can conduct successful major operations (asymmetrical and symmetrical) using naval vessels as launch and/or pickup platforms. Basing an aviation task force on the deck of naval vessels extends operational reach and gives the joint task force commander another 'sword' to deliver a symmetrical or asymmetrical attack against the enemy. An aviation task force conducting operations from naval vessels is protected by the 'shield' of the joint task force until it is ready to deliver its blows against the enemy.

Yet every foot of the struggles forward, every step of the retreats, the overwhelming victories, the withdrawals and last ditch stands had their seagoing support and overtones. The spectacular ones depended wholly on amphibious power -- the capability of the twentieth century scientific Navy to overwhelm land-bound forces at the point of contact. Yet the all pervading influence of the sea was present even when no major landing or retirement or reinforcement highlighted its effect. When navies clash in gigantic battle or hurl troops ashore under irresistible concentration of ship-borne guns and planes, nations understand that sea power is working. It is not so easy to understand that this tremendous force may effect its will silently, steadily, irresistibly even though no battles occur. No clearer example exists of this truth in wars dark record than in Korea. Communist-controlled North Korea had slight power at sea except for Soviet mines. So beyond this strong underwater phase the United States Navy and allies had little opposition on the water. It is, therefore, easy to fail to recognize the decisive role navies played in this war fought without large naval battles.

Book excerpt: Now that four Nuclear-Powered Cruise Missile Submarines (SSGN) are entering the fleet, new capabilities have emerged that were never before available from a submerged platform. One of these capabilities has the potential to propel the SSGN from the tactical to the operational level of war. Large-scale demonstrations like SILENT HAMMER and GIANT SHADOW have created the advertised capability of embarking a Joint Task Force (JTF) Commander and staff for short-duration, high-intensity operations. However, at the operational level of war, the complexities of external and internal command, coupled with the operating posture and communication limits of the SSGN, may prohibit the Operational Commander from operating effectively from this platform. This paper will examine significant projects such as the Naval War College SSGN C2 Study, the STIC2 war game, SIMEX 06-4, TRIDENT WARRIOR 07, and the JT & E JC2WTA project, all of which investigated this concept in great detail. The results are varied but all point to one conclusion. The current communications and operating posture limitations of the SSGN will prevent the JTF Commander from operating in the required (expected) capacity to support real-world operations.
