Book excerpt: This book is about the effect of U.S. Illegal Immigration Reform and Immigrant Responsibility Act (IIRIRA of 1996) and criminal deportation to Jamaica; the issues associated with 'deportees' or deported migrants resettlement and re-integration, and increased crime and violence in Jamaica which several 'high-ranking' police officers and policy-makers claimed deportees are responsible for. It also represents a dedicated attempt to bridge both lines of inquiry between increased criminal deportation and increased crime and violence in Jamaica over a period of time, wherein criminal deportees are constantly being blamed for the high murder rate and alarming crime figures in the country, placing deported migrants at a severe disadvantage. Based on six years of studies and notes-taking, I find that there are two types of deported migrants and over six different categories of us and I write in details about the categories. Some people are unreformed or dangerous and are involved in criminal activities based on a variety of factors, while the majority are law abiding citizens. Quite a few, including myself have tertiary degrees, meaningful skills, and 'first world' experiences that are in demand thus we can contribute to the society in positive ways, but we are highly marginalized. And the Government especially, and some uninformed people in the society discriminate against deported migrants (deportees) for arcane reasons. I write about the issues and challenges that some deported migrants have to deal with, the problems that some 'unreformed' or desperate ones have caused, the reasons why re-integration and meaningful support is necessary, how I was abducted or unlawfully arrested by the police and wrongfully prosecuted and unlawfully convicted by a state prosecutor, and how I was sentenced to an illegal term of imprisonment by a presiding judge and then wrongfully or inadvertently deported to Jamaica by the ICE even though I am a veteran of the US Army with a service-connected injury. The IIRIRA of 1996 is a reform of laws that are in need of careful revision in the interest of the 'American Justice' and fairness to non-US citizens who are permanent residents of the United States. As the tension between national security and citizenship increases, there is a centrality of the local as a site where citizenship is (re)defined, mediated, interpreted, performed and given meaning. While there is a dominant security discourse which focuses on state security, individuals at the local level articulate their own narratives which reflect lived-experiences and the particularities of socio-political milieu.

The study of criminal gangs is both timely and of the utmost importance to policy and security in the region. In many countries across the Caribbean, criminal gangs are increasing in number and prominence, and official crime data indicate that they are responsible for an increasing proportion of violent crimes. The Caribbean region experienced a dramatic increase in murder rates from 14.3 murders per 100,000 inhabitants in 2000 to 28.1 murders per 100,000 inhabitants in 2010. In some of the countries with comparatively high murder rates, such as Jamaica and Trinidad and Tobago, the proportion of gang-related murders has reached alarming levels. In the case of Trinidad and Tobago, for example, for the period 2001 to 2012, 29.5% of all murders which occurred were classified as gang-related, with fully 38% being so classified in 2012. The Caribbean represents a diverse region with very different cultures and security issues. Foreign experiences and research on gangs may not generalize to the region, nor may foreign policy be entirely relevant. The present volume represents an attempt to come to terms with the phenomenon of gangs in the Caribbean, and presents a wealth of empirical data, as well as an analysis of the varying issues from a number of disciplinary perspectives. Much of what is currently known about gangs in the Caribbean is brought together in this volume, with the primary aims of understanding the varying issues and examining relevant strategies for dealing with the proliferation of criminal gangs.

Jamaica is known for having one of the highest per capita murder rates in the world, a fact that Lettman links to remnants of the plantation era—namely the economic dispossession and structural violence that still haunt the island. Lettman contends that the impact of colonial violence is so embedded in the language of Jamaican literature and music that violence has become a separate language itself, one that paradoxically can offer cultural modes of resistance. Lettman codifies Paul Gilroy's concept of the "slave sublime" as a remix of Kantian philosophy through a Caribbean lens to take a broad view of Jamaica, the Caribbean, and their political and literary history that challenges Eurocentric ideas of slavery, Blackness, and resistance. Living at the intersection of philosophy, literary and musical analysis, and postcolonial theory, this book sheds new light on the lingering ghosts of the plantation and slavery in the Caribbean.
