Book excerpt: The international response to the humanitarian crisis resulting from the war in Iraq is, thus far, wholly inadequate. The financial, social, and, increasingly political burden of hosting over 2 million refugees has been left to the host countries in the region, themselves poor and fragile. Syria and Jordan have been extraordinarily generous to Iraqi refugees, but are at the limit of their ability to absorb them without substantial help from other states. The restrictive visa regimes of neighboring countries and the refusal of most governorates within Iraq to accept more IDPs, have further endangered the 4.5 million Iraqis displaced from their homes. The added complexity of social tensions, and an unstable political, ethnic, and religious landscape demand greater creativity and urgent cooperation among the members of the international community. A number of recommendations have been made by NGOs, such as increasing bilateral assistance to regional host countries and humanitarian agencies, devising a strategy for return and reintegration, and increasing the number of refugees resettled in third countries. Although a consciousness of the displacement in and around Iraq has emerged in the past year, and many recommendations have been made, urgent action, beginning today, is needed to build toward an enduring, comprehensive solution to one of the most desperate humanitarian crises of our day, that of the Iraqi refugees.

It is estimated that in total (including those displaced prior to the war) there may be two million Iraqi refugees who have fled to Jordan, Syria, and other neighboring states, and approximately two million Iraqis who have been displaced within Iraq itself. This report provides an analysis of the current crisis, including the conditions for those displaced in Iraq and the refugee situations in Syria, Jordan, and elsewhere. It also provides information on the U.S. and international response and examines refugee resettlement options in the United States. Aspects of this crisis that may be of particular interest to the 110th Congress include a focus on an immediate response (providing humanitarian relief funding), examining resettlement policies, and developing a strategy to manage the displaced, particularly within Iraq. Book excerpt: During the decade that preceded Syria’s 2011 uprising and descent into violence, the country was in the midst of another crisis: the mass arrival of Iraqi migrants and a flood of humanitarian aid to handle the refugee emergency. International aid organizations, the media, and diplomats alike praised the Syrian government for keeping open borders and providing a safe haven for Iraqis fleeing the violence in Baghdad and Iraq’s southern provinces. Only a few analysts looked beneath the surface to understand how the apparent generosity toward refugees squared with the ruthless oppression that characterized the Syrian government. In this volume, Hoffmann offers a richly detailed analysis of this contradiction, shedding light on Syria’s domestic and international politics shortly before the outbreak of war. Drawing on firsthand observations and interviews, Hoffmann provides a nuanced portrait of the conditions of daily life for Iraqis living in Syria. She finds that Syria’s illiberal government does not differentiate between citizen and foreigner, while the liberal politics of international aid organizations do. Based on detailed ethnographic research, Iraqi Migrants in Syria draws a highly original comparison between the Syrian government’s and aid organizations’ approaches to Iraqi migration, throwing into question many widely held assumptions about freedom, and its absence, in authoritarian contexts.

However, the State did not clearly link program achievements to its started goal and objectives for Iraqi refugees. As a result, the State has had limited information to assess and report its progress in reaching its goal and objectives and improve program effectiveness. U.S. and international efforts to provide humanitarian assistance to Iraqi refugees in neighbouring countries are impeded by a lack of reliable estimates on the needs of Iraqi refugees. This book explains how the U.S. government and UNHCR face challenges in offering solutions for Iraqi refugees. Book excerpt: ABSTRACT: The Iraqi Refugee Crisis began in 2006 as a result of the instability and violence that prevailed in Iraq following the 2003 US-led invasion and occupation. Instead of being directed to camps, Iraqis flowed across international borders of Middle Eastern states nearby Iraq to live in urban centers and face varying levels of legal accommodation and deteriorating economic security. The policies of individual states in the Middle East, along with complex demographic factors, have influenced where Iraqis have gone. The role of the United States in affecting the destination choices of Iraqis is examined in this paper because of the powerful position of the US in the Middle East region and its role in creating the refugee crisis. The evidence reveals that the diplomatic relations between Middle East host countries and the United States, and the self-serving political interests of those states has created and maintained a regime in which Iraqi refugees are stuck primarily in host countries along Iraq's western border. The states involved in the Iraqi Refugee Crisis have applied political self-interest to their adherence to mechanisms of international law to which they are subject. A realist perspective of international relations is employed to explain the stability-seeking, risk-averse behavior of the states influencing the direction of migration. The purpose of this paper is to determine the destination choices of Iraqi refugees and explain the factors that dictated those choices.

The paper starts with a short history of the Iraqi refugee crisis and an analysis of why the refugees left Iraq in the first place. The impact of the crisis on the lives of the refugees as well as the risks that hosting the refugees poses to Syria are highlighted. Then, the reasons why the refugees do not repatriate to Iraq are analyzed. The focus is on the situation in Iraq as well as the situation in Syria. The question of which obstacles or interests exist that are conflicting with repatriation is answered. Also, the international community's reaction, especially focusing on UNHCR, is being observed. Lastly, the paper concludes with the actions that need to be taken by the Iraqi government, the Syrian state, as well as the international community for the refugees to be able to voluntarily repatriate. The main findings of this paper are, that while the reason of flight was insecurity, the reasons why refugees are not returning are multiple: the lack of basic services, the inadequate support by the states and UNHCR, as well as the lack of economic prospects in Iraq. Furthermore, one of the biggest obstacles is the lack of political will to resolve this crisis.

The Consequences of Chaos looks beyond the ever-increasing numbers of Syria's uprooted to consider the long-term economic, political, and social implications of this massive movement of people. Neighboring countries hosting thousands or even millions of refugees, Western governments called upon to provide financial assistance and even new homes for the refugees, regional and international organizations struggling to cope with the demands for food and shelter—all have found the Syria crisis to be overwhelming in its challenges. And the challenges of finding solutions for those displaced by the conflict are likely to continue for years, perhaps even for decades. The Syrian displacement crisis raises fundamental questions about the relationship between action to resolve conflicts and humanitarian aid to assist the victims and demonstrates the limits of humanitarian response, even on a massive scale, to resolve political crises. The increasingly protracted nature of the crisis also raises the need for the international community to think beyond just relief assistance and adopt developmental policies to help refugees become productive members of their host communities.
