Book The Invisible Realities of Welfare Reform in Wisconsin

Download or read book The Invisible Realities of Welfare Reform in Wisconsin written by Mary V. Alfred and published by . This book was released on 2005 with total page 8 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study explored the experiences of African American women as they transitioned from welfare to work and develop economic self-sufficiency. The barriers to self-sufficiency included the "work-first" philosophy and case management practices, labor market conditions and employment practices, and personal history. HRD can help minimize these barriers through collaborations with welfare reform agencies, community organizations, and educational institutions to offer workplace education that would address the low literacy and work skills of former welfare recipients.

Book Government Matters

Download or read book Government Matters written by Lawrence M. Mead and published by Princeton University Press. This book was released on 2020-12-08 with total page 367 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Good government" is commonly seen either as a formidable challenge, a distant dream, or an oxymoron, and yet it is the reason why Wisconsin led America toward welfare reform. In this book, Lawrence Mead shows in depth what the Badger State did and--just as important--how it was done. Wisconsin's welfare reform was the most radical in the country, and it began far earlier than that in most other states. It was the achievement of legislators and administrators who were unusually high-minded and effective by national standards. Their decade-long struggle to overhaul welfare is a gripping story that inspires hope for better solutions to poverty nationwide. Mead shows that Wisconsin succeeded--not just because it did the right things, but because its government was unusually masterful. Politicians collaborated across partisan lines, and administrators showed initiative and creativity in revamping welfare. Although Wisconsin erred at some points, it achieved promising policies, which then had good outcomes in terms of higher employment and reduced dependency. Mead also shows that these lessons hold nationally. It is states with strong good-government traditions, such as Wisconsin, that typically have implemented welfare reform best. Thus, solutions to poverty must finally look past policies and programs to the capacities of government itself. Although governmental quality is uneven across the states, it is also improving, and that bodes well for better antipoverty policies in the future.

Book Learning for Economic Self Sufficiency

Download or read book Learning for Economic Self Sufficiency written by Mary V. Alfred and published by IAP. This book was released on 2010-09-01 with total page 251 pages. Available in PDF, EPUB and Kindle. Book excerpt: In a most timely volume addressing many of the connections among current fiscal and employment crises to adult education, Learning for Economic Self-Sufficiency highlights the problems and challenges that low-literate adults encounter in various environments. Moreover, this book presents strategies for addressing the chronic illiteracy among low-income workers. The power of this volume is that the reader gains a holistic view of the complexities of educating a population of low-literate adult learners from various life conditions. From language literacy issues in corrections, the workplace and access to higher education, and migrant workers literacy learning barriers, to technology literacies, and consumerism myths, Learning for Economic Self-Sufficiency goes far deeper than prior volumes in exploring the complex scope of issues face by low-income, low-literate adults as they seek learning for economic self-sufficiency. The overall objective of the book is to help readers explore economic self-sufficiency for low literate and low-income adults from various contexts and the role of adult and higher education in developing these learners for greater economic independence. Noting that literacy is only a first step to economic, mental, and physical health as well as responsible citizenship, each chapter provide specific case examples and recommendations to educators and trainers of adults for creating learning programs and environments to facilitate the development of a more literate and economically stable population.
