School level data is used to determine if there is a relationship between the within district distribution of educational resources and school and student characteristics. The results indicate that economies of scale and minority enrollment are important determinants of how resources are distributed among schools. Further, evidence indicates that inequality in the distribution of resources to schools within districts may be beyond the control of local policy makers.

Book excerpt: The study identifies and examines non-monetary resources differences between middle income and high poverty elementary schools within a school district in Pennsylvania, with the objective of complementing available information on non-monetary resource allocation. In this study we define Opportunity Gap as the differences in educational related resources available to students in elementary schools in different SES neighborhoods. What are the non-monetary resources available to elementary schools and how these resources get distributed is the emphasis of this study. It is an area with relatively little available research as few researchers have tracked and measured the various opportunity gaps from a non-monetary resources perspective. The purpose of this study was to develop an understanding of differences in the distribution patterns of non-monetary resources in within district elementary schools based on SES clusters. It is not solely about contemporary education finance issues, such as equity, equality or adequacy, but assumes that resources are a better way to measure the provision of equal opportunity rather than dollars alone. Non-monetary resources profoundly affect education, and knowing how they are distributed and used will effectively enhance learning and help understand how to best minimize gaps in opportunity. The study findings reveal that there are opportunity gaps emanating from non-monetary resource allocations between Higher Socio-Economic Status (HSES) and Lower Socio Economic Status (LSES) cluster elementary schools within the district. There is little indication that the district has taken time to fully analyze the impact and adjust appropriate policy measures to address that. This study observed and analyzed the various allocation differences and investigated possible linkages to the ultimate goal, educational outcomes. Understanding the impacts of intended and unintended policy measures in terms of non-monetary resource allocation serve to provide well-grounded perspective to overall resource allocation policy issues and consequently the minimization of opportunity gaps within school districts.

Book excerpt: This book describes the planning and implementation of Weighted Student Funding policy, an equity-driven student-based planning and budgeting policy. It examines four urban district's policy goals, planning and implementation considerations, and how the policy interacted with school sites. While Weighted Student Funding (WSF) has been implemented in several major urban school districts, there are few empirical studies about how WSF policies are derived and implemented. Current efforts to align resources with student need are hindered by a lack of systematic, research-based approaches to selecting and prioritizing criteria. How do district leaders determine funding criteria, weight them, and evaluate their implementation? The author analyzed criteria, data, and weighting processes used to allocate resources to schools through student based funding. The analyses borrowed three equity concepts from inter-district studies to evaluate intra-district criteria for resource allocations: horizontal equity, vertical equity, and equal educational opportunity. Criteria used are evaluated by whether they are mandated or discretionary.

Book excerpt: Despite concerns about funding inequities between schools within districts, data constraints have limited large-scale analyses of intra-district inequality in the United States. We use new school-level finance data to calculate measures of vertical inequality for nearly all U.S. districts. Using independent high-quality data sources, we validate the school-level data and the resulting inequality measures. We find that poor and minority students on average receive 1 to 2 percent more resources than nonpoor and white students in the same district; however, between 29 to 44 percent of districts under-allocate resources to disadvantaged students. Districts that under-allocate resources to poor students relative to nonpoor students tend to be poorer and have less income segregation. Districts that under-allocate resources to minority students relative to white students tend to have smaller racial income gaps, less racial segregation, and (when it comes to under-allocation to black students) larger white student populations.
