The Fertilizer Code aims to address issues of global importance, thereby contributing to the implementation of some of the Sustainable Development Goals (SGDs). It essentially provides a locally adaptable framework and a voluntary set of practices to serve the different stakeholders directly or indirectly involved with fertilizers. It is expected that these stakeholders will contribute to sustainable agriculture and food security from a nutrient management perspective, by adhering and help implementing the voluntary guidelines and recommendations provided. The Fertilizer Code is the result of a broad and intensive consultation process initiated in December 2017, unfolded until February 2019, as recommended by the Committee on Agriculture and finally endorsed by the 41st FAO Conference in June 2019.

Book excerpt: This book focuses on the contested nature and competing narratives of food system transformations, despite it being widely acknowledged that changes are essential for the safeguarding of human and planetary health and well-being. The book approaches food system transformation through narratives, or the stories we tell ourselves and others about how things work. Narratives are closely connected with theories of change, although food system actors frequently lack explicit theories of change. Using political economy and systems approaches to analyze food system transformation, the author focuses on how power in food systems manifests, and how this affects whom can obtain healthy and culturally appropriate food on a reliable basis. Among the narratives covered are agroecology, food sovereignty and technological innovation. The book draws on interviews and recorded speeches by a broad range of stakeholders, including international policymakers, philanthropists, academics and researchers, workers in the food and agricultural industries and activists working for NGOs and social movements. In doing so, it presents contrasting narratives and their implicit or explicit theories of change. This approach is vitally important as decisions made by policymakers over the next few years, based on competing narratives, will have a major influence on who will eat what, how food will be produced, and who will have a voice is shaping food systems. Soils as a carbon pool are one of the key factors in several Sustainable Development Goals, in particular Goal 15, “Protect, restore and promote sustainable use of terrestrial ecosystems, sustainably manage forests, combat desertification and halt and reverse land degradation and halt biodiversity loss” with the SOC stock being explicitly cited in Indicator 15.3.1. This technical manual is the first attempt to gather, in a standardized format, the existing data on the impacts of the main soil management practices on SOC content in a wide array of environments, including the advantages, drawbacks and constraints. However, national laws and institutional frameworks are necessary for good governance and can operate to support the implementation of national policy and international commitments, including on climate change. Indeed, Target 16.3 of the Sustainable Development Goals calls for the promotion of the rule of law, and the assurance of equal access to justice for all. This is both an important stand-alone goal and an enabling goal for the realization of the transformative 2030 Agenda for Sustainable Development‎. Furthermore, the Food and Agriculture Organization of the United Nations (FAO) sees appropriately designed, informed and responsive national legal and institutional frameworks as key to supporting the implementation of countries’ commitments under the 2015 Paris Agreement, as well as their Nationally Determined Contribution in the food, agriculture and natural resources sectors. Climate change presents multiple challenges and it cannot be addressed effectively in silos. Attention must be paid not only to specific agriculture sectors, but also to governance areas that are interconnected with agriculture, such as public spending and investment, social protection and rural development. Efforts should be coordinated with the engagement of civil society, including the legal profession, vulnerable groups and the private sector.This Study addresses the principal expressions of the food and agriculture sector (crops and livestock agriculture, forestry and fisheries), looking at the critical cross-cutting issues and their integration into agriculture law. It provides a comprehensive overview of the legal and institutional issues to consider when working towards preparing the agriculture sector for the challenges of climate change.
