Public-private partnerships (PPP) bring a promise of efficiency when carefully designed and managed, to avoid creating unnecessary fiscal risks. But fiscal illusions prevent an understanding the sources of fiscal risks, which arise in all infrastructure projects, and that in PPPs present specific characteristics that need to be addressed. PPP contracts are also affected by implicit fiscal risks when they are poorly designed, particularly when a government signs a PPP contract for a project with no financial sustainability. This paper reviews the advantages and inconveniences of PPPs, discusses the fiscal illusions affecting them, identifies a diversity of fiscal risks, and presents the essentials of PPP fiscal risk management.

By 1938, two-thirds of rural dwellings had been connected to a centrally generated supply, but the majority of farms in Britain were not linked to the mains until sometime between 1950 and 1970. Given the significance of electricity for modern life, the difficulties of supplying it to isolated communities, and the parallels with current discussions over the provision of high-speed broadband connections, it is surprising that until now there has been little academic discussion of this vast and protracted undertaking. This framework has been developed by an expert advisory group and through public consultation, and intentionally focuses on activities at a national level while also highlighting the global and regional activities that need to occur in tandem to accelerate equitable introduction and scale-up.
