Book excerpt: Tommy Ferrarini uses a macro-comparative, longitudinal and institutional approach to study the origins and the consequences of those institutions affecting family policy in eighteen post-world war welfare democracies. This book argues that the wide variety of cross-national differences in family policy legislation that existed in these societies by the end of the 20th century - and continue to exist today - are structured by different underlying political power constellations based on social class as well as gender. The author goes on to highlight how the extent to which family policy is designed to support highly gendered divisions of labour within families or dual earner families is also associated with different cross-national patterns of female labour force participation, childbearing, child poverty and gender role attitudes. The institutions of family policy may therefore be viewed as incentive structures as well as normative orders; reflecting the motives underlying such legislation and affecting behaviour and the world orientation of individuals. Families, States and Labour Markets will appeal strongly to policymakers and country experts within the field of social and family policy. Academic researchers at many levels of academe in social policy and political economy will also find much to engage them within this book.

Book excerpt: Senegal's population growth rate of 2.7% is greater than double that of the world average of 1.16%. The Government of Senegal acknowledges the population problem and has made efforts to address this issue. For over the past two decades the United States Agency for International Development (USAID) has served as the predominant donor in Senegal's health sector and has been a strong supporter of Senegal's family planning program. The evolution of family planning in Senegal cannot be understood without considering the roles of culture, religion, decentralization and funding in the institutionalization process. This research addresses important questions concerning factors that contribute to the institutionalization of family planning policies and programs in Senegal and it also examines how Senegal has progressed in the institutionalization if its family planning policies and programs from 1980-2005. This project draws its analytical framework on theoretical approaches within historical institutionalism including path dependency, layering, conversion and policy drift. This research uses several methodological tools to address the research questions. Historical analysis of policy, program and evaluation documents, statistical reports, family planning studies, family planning related variables for the period 1980-2005, in addition to the use of interview, questionnaire and other data collected during field research in Senegal, are employed. Three categories of independent variables are used to measure the institutionalization of family planning including culture/religion, decentralization, and donor support. In order to determine degrees of institutionalization of family planning in Senegal, three categories of measurement are used including legitimacy, knowledge and capacity-building. Results of this study reveal that social norms block the institutionalization of family planning in Senegal, the negative effects of decentralization were not observed, and it also conforms that high reliance upon donor aid leads to lower levels of institutionalization of family planning. Finally, the results also indicate that progress since 1997 has waned and the Government of Senegal in conjunction with USAID needs to continue to develop innovative family planning strategies that accommodate cultural and social norms.

This report also assesses and recommends policies to address the needs of family caregivers and to minimize the barriers that they encounter in trying to meet the needs of older adults.

Book excerpt: In the late nineteenth century in a number of continental European countries Christian associations of workers arose: Christian trade unions, workers' cooperatives, political leagues, workers' youth movements and cultural associations, sometimes separately for men and women. In some countries they formed a unified Christian labour movement, which sometimes also belonged to a broader Christian subculture or pillar, encompassing all social classes. In traditional labour history Christian workers' organizations were solely represented as dividing the working class and weakening the class struggle. However, from the 1980s onwards a considerable amount of studies have been devoted to Christian workers' organizations that adopted a more nuanced approach. This book takes stock of this new historiography. To broaden the analysis, each contribution compares the development in at least two countries, thus generating new comparative insights. This volume assesses the development of Christian workers' organizations in Europe from a broad historical and comparative perspective. The contributions focus on the collective identity of the Christian workers' organization, their denominational and working-class allegiances and how these are expressed in ideology, organization and practice. Among the themes discussed are relations with churches and Christian Democracy, secularization, the development of the Welfare State, industrial relations and the contribution to working-class culture.
