Book excerpt: This compendium of four mini-projects carried out by a special task force of the National Association of College and University Business Officers (NACUBO) addresses policy and management issues related to providing accessibility to handicapped students in higher education. Topics range from executive policy decisions on compliance with federal accessibility mandates to operational procedures for responding to specific accommodation requests. The compendium is comprised of four sections: Section 1 was developed from a series of site-visit interviews with senior-level decision makers, faculty, staff and handicapped students at six colleges and universities. It contains an overview of accessibility issues and problems that require attention, a discussion of how accessibility considerations can be incorporated into a planning and budgeting process, and a set of guidelines for assessing specific accommodation requests; Section 2 reviews 16 national data bases that describe the handicapped population in the United States and contains summary charts of the characteristics revealed. Section 3 describes the results of a survey that NACUBO mailed to a stratified sample of 944 of its member institutions concerning trends in accessibility expenditures and number and types of handicapped students served; and Section 4 lists adaptive education equipment by impairment (such as hearing or mobility) and then by function (such as writing or speaking). Through the 1950s, most colleges in the United States enrolled fewer than 1000 students, nearly all of whom were white. Few colleges were truly selective in their admissions; they accepted most students who applied. In the 1960s, as the children of the baby boom reached college age and both federal and institutional financial aid programs expanded, many more students began to apply to college. For the first time, liberal arts colleges were faced with an abundance of applicants, which raised new questions. What criteria would they use to select students? How would they award financial aid? The answers to these questions were shaped by financial and educational considerations as well as by the struggles for civil rights and gender equality that swept across the nation. The colleges' answers also proved crucial to their futures, as the years since the mid-1970s have shown. When the influx of baby boom students slowed, colleges began to recruit aggressively in order to maintain their class sizes. In the past decade, financial aid has become another tool that colleges use to compete for the best students. By tracing the development of competitive admission and financial aid policies at a selected group of liberal arts colleges, Crafting a Class explores how institutional decisions reflect and respond to broad demographic, economic, political, and social forces. In it, the authors want to avoid the pitfalls of too many other "college histories," which are sometimes either painfully detailed encyclopaedic catalogues of "one damn thing after another" or panegyrics praising one damn president or construction project after another. Obviously, they want to tell an interesting story, focusing on the people who inhabited the institution, from powerful presidents like John R. Emens to boisterous students like David Letterman, whose fame as a late-night talk show host makes his name a household word. And they trace the history of the institution and its people from the local business people who pushed to establish higher education in a small Midwestern city in the late-19th century to a 21st-century president who spent most of his life in the South.But this is not simply a series of stories. The authors emphasise two crucial themes that run throughout Ball State's history. First, more than most American colleges and universities, Ball State has had extraordinarily close ties with the community of Muncie, especially its elite. From the fact that it was named after a local industrialist, to vital community participation in its latest fundraising campaign, Ball State and Muncie-East Central Indiana are inextricably linked.Second, in many ways Ball State is a "representative," even paradigmatic American university. Targeting mainly students from its region, Ball State has had virtually open admission standards for most of its history. It has lived what we call the "Jacksonian" vision of access to education. It has also followed a trajectory similar to many other American universities as it moved from normal school to teachers' college to comprehensive university. Indeed, the authors argue, it is the Ball States of America that best define this nation's "genius" in higher education, separating this country's system of higher education from those of other countries. Ball State University, then, is both distinctive and representative - a fascinating case study in educational history.
