Book excerpt: This book examines the role of the inspector within the context of a number of OECD member states and explores the ways in which the inspectors themselves interpret, implement and influence inspection practices and policy. Inspection policy can have various unintended consequences, some of which produce radical discrepancies between the policy intent and its implementation. A number of these discrepancies derive from the way in which the policy is articulated while others derive from the ways in which inspectors interpret and operationalise this policy. This implementation is coloured and conditioned by several factors, including the evidence on which inspectors base their judgements; what counts as evidence in different policy contexts; what counts as valid knowledge in inspection processes; the qualities needed by inspectors working in differing policy contexts and the identities that they adopt in order to successfully carry out their work. The book provides a valuable contribution to our understanding of the politics and practices which colour and shape the legitimacy and operational execution of inspection policy. The work is unique in its focus on the inspectors’ role within the implementation of the inspection process— an element often overlooked in the literature. Book excerpt: This study of the development of education in the British West Indian colonies during the last half of the nineteenth century examines the educational policies and curriculum used in schools following the abolition of slavery. During this period the nature and development of the educational system in the region was profoundly affected by the decline of the sugar industry, the emergence of black and coloured middle classes and the threat they posed to the ruling white elite, and the institutionalization of cultural divisions between the black and white populations. Bacchus argues that after 1846 the elite white plantocracy used the educational system to maintain domination following the end of slavery. This is the first book to present an overall picture of educational developments in the British West Indies in this period and pays special attention to the historical context in which they occurred. In Education as and for Legitimacy, the author continues the study of West Indian education he began with his previous book, Utilization, Misuse, and Development of Human Resources in the Early West Indian Colonies.

The report highlights how an inadequate inspection judgement, whether for a children's home or a school, a college or a nursery, can be an important catalyst for change. For example, the total number of schools in a category of concern - that is judged to be in special measures or being given a notice to improve - reduced from 553 at the end of last year to 451 at the end of August 2011. Over a fifth of schools judged inadequate at their previous inspection were found to be good or better when inspected again this year. In addition, schools are now emerging from special measures faster than the previous year - after an average of 18 months rather than 20. In inspections of local authorities'; children's social care, where Ofsted completed the second full year of unannounced inspection of contact, referral and assessment arrangements, weaknesses identified the previous year had been addressed in the great majority of cases.
