Book excerpt: The Federal Reserve Act of 1913 created the infrastructure for the modern American payments system. Probing the origins of this benchmark legislation, J. Lawrence Broz finds that international factors were crucial to its conception and passage. Until its passage, the United States had suffered under one of the most inefficient payment systems in the world. Serious banking panics erupted frequently, and nominal interest rates fluctuated wildly. Structural and regulatory flaws contributed not only to financial instability at home but also to the virtual absence of the dollar in world trade and payments.Key institutional features of the Federal Reserve Act addressed both these shortcomings but it was the goal of internationalizing usage of the dollar that motivated social actors to pressure Congress for the improvements. With New York bankers in the forefront, an international coalition lobbied for a system that would reduce internal problems such as recurring panics, and simultaneously allow New York to challenge London's preeminence as the global banking center and encourage bankers to make the dollar a worldwide currency of record. To those who organized the political effort to pass the Act, Broz contends, the creation of the Federal Reserve System was first and foremost a response to international opportunities.

That was nearly $1,000 for every man, woman, and child between the Rio Grande and Tierra del Fuego. The debt represented more than half of the region's gross domestic product, and interest payments alone consumed 36 percent of export revenues. If profits are added to interest, and the total compared to new capital inflows, the drama of the situation becomes clear: a real resource transfer from Latin American was under way. Bringing the voters back in, Verdier shows that special interests, party ideologues, and state officials and diplomats act as agents of the voters. Constructing a general theory in which existing theories (rent seeking, median voting, state autonomy) function as partial explanations, he shows that trade institutions are not fixed entities but products of political competition. Verdier then offers a thorough analysis of how foreign trade policy was made in France, Britain, and the United States during the period from 1860 through 1990. He discloses a reality startlingly different from previous understandings of American and French trade policies. Challenging the conventional view that special interests have dominated American trade policy, he argues that sectoral economic weight has not been a good predictor of political power in the United States since 1888. Conversely, against the prevailing belief that French industry is controlled by an autonomous state, he reveals the existence of a privileged, collusive relationship between French industry and state officials from the 1892 Meline Tariff through the Socialist victory of 1981. The standard opinion is confirmed only in the case of Britain, where an arm's-length relationship has historically been maintained between industry and government. The book's findings make it essential reading for political scientists, political economists, and historians alike.

It illumines the "invisible treads" uniting war and capitalism, following the lead of Werner Sombart. An example of money inflation is adduced from the sixteenth century precedent of bullion inflation and its economic consequences. For long-term analysis as well as predictive value the author adopts the "long cycle" hypothesis of the Russian economist K.D. Dmitriev and as expounded by contemporary Russian economists. The author concludes that the operation of the sixth "long wave" of economic acceleration may well necessitate the collapse and transformation of the current American political regime during the third quarter of the twenty-first century. Subsequent chapters in the Afterward trace the path of revolutionary Puritan colonists into the Pioneer Valley in central Massachusetts, before entering and forming a significant ethnic portion of the banking industry. Later chapters illumine the aspirations of a later Puritsn descendent to establish a military dictatorship in America, after a second invasion of Mexico, thus illustrating the contnuity of Puritan military aspirations from Philip Dru: Administrator to the border vigilantes of the present day.

Centering on the dynamic period of post-imperial and pre-Communist China, the book focuses on the building and city planning initiatives of Henry Murphy, a little-known American architect who initially ventured to China in 1914 to design a campus for the Yale-in-China programme, but who then found himself captivated by a professional and cultural challenge that lasted two decades: how to preserve China's rich architectural traditions while also designing new buildings using up-to-date Western technologies. Murphy's buildings were compromises — " wine in old bottles" as he once called them — and the book uses those "tles" as lenses through which to understand not only Murphy's quest to find a middle ground for his architecture in China, but also to gaze at a tumultuous society facing an uncertain future. Murphy's buildings were more than vessels for either aesthetic visions or technical expertise; inadvertently they became political emblems, as Chinese rulers such as Chiang Kai-shek and Sun Yat-sen's son called on Murphy for city planning advice to complement their hopes for urban reconstruction. There are few serious studies of Western architects in the twentieth century who practiced in non-Western contexts, and those scant studies that have been published concentrate largely on British, French or Dutch examples in colonial settings. Hence, the book makes significant contributions to the fields of both American and Chinese architectural history.
