The reader must comprehend how stability tasks described in ADP 3-07, ADRP 3-07, and FM 3-07 carry over and affect offensive and defensive tasks and vice versa. Readers must understand how the operation process fundamentally relates to the Army's military decision-making process and troop leading procedures, and the principles of mission command as described in ADP 6-0 and ADRP 6-0, FM 6-0, ATP 6-0.5, and understand the leadership principles of ADRP 6-22, and FM 6-22. To fully comprehend how the Infantry rifle company is organized and doctrinally employed, the reader must understand ATP 3-21.20. The principal audience for ATP 3-21.10 is the commanders, staff, officers, and noncommissioned officers within the Infantry battalion. This requires bold, aggressive, resourceful, and adaptive leaders- leaders of character, competence and commitment - who are willing to accept known risks to accomplish the mission. Infantry leaders must use their initiative and make rapid decisions to take advantage of unexpected opportunities. Rather than establishing a set of hard and fast rules, the objective of doctrine is to foster initiative and creative thinking. To this end, FM 3-06 discusses major Army operations in an urban environment. This environment, consisting of complex terrain, a concentrated population, and an infrastructure of systems, is an operational environment in which Army forces will operate. In the future, it may be the predominant operational environment. Each urban operation is unique and will differ because of the multitude of combinations presented by the threat, the urban area itself, the major operation of which it may be part (or the focus), and the fluidity of societal and geopolitical considerations. Therefore, there will always exist an innate tension between Army doctrine, the actual context of the urban operation, and future realities. Commanders must strike the proper balance between maintaining the capability to respond to current threats and preparing for future challenges.
