Book excerpt: Opinion polls in Indonesia have repeatedly shown that the Indonesian National Army (TNI) is the state institution that enjoys the highest level of public trust. This is not something that is exclusive to Indonesia, however; according to several studies, people around the world place a higher level of trust in their military than they do in other institutions. Even though there has been a surge of writing, both scholarly and non-scholarly, on this subject, there is a lack of information regarding the reasons why people put more faith in the military than in other institutions. Moreover, in Indonesia, public trust in the military has not been shaken despite the extensive anti-military campaigns that have been waged by the media and activists. Consistent with previous works, the findings of my September 2021 survey indicate that the TNI has continued to enjoy the highest level of public trust among state institutions when compared to other political and social institutions. The respondents are also of the opinion that the military has been acting in the public’s best interests. Two of the five factors analysed as potential determinants of trust consistently and significantly explain the level of public trust in the TNI. First, respondents will have greater faith in the TNI the more they disagree with assertions that alleged human rights violations are the result of foreign interference or foreign fabrication. The public views human rights violations by the military as an unfinished internal reform task for the TNI; consequently, the public expects the military not to deflect blame onto external parties. Professionalism is also a significant predictor of public trust and confidence in the TNI being at the vanguard of representing the people’s interests. High levels of public trust in the military over the past few years have been followed by a rise in public support for a military government and strongman leaders. This trend occurs in the context of several worrisome factors, such as a reversal in the democratic consolidation process, President Joko Widodo’s (Jokowi) lack of ideological commitment to democracy, and the growing involvement of the military in non-traditional roles.

The extent of Indonesia?s progress in this area has been the subject of heated debate, both in Indonesia and in Western capitals. Human rights organizations and critical academics, on the one hand, have argued that the reforms implemented so far have been largely superficial, and that Indonesia?s armed forces remain a highly problematic institution. Foreign proponents of military assistance to Indonesia, on the other hand, have asserted that the military has undergone radical change, as evidenced by its complete extraction from political institutions. This study evaluates the state of military reform eight years after the end of authoritarian rule, pointing to both significant achievements and serious shortcomings. Although the armed forces in the new democratic polity no longer function as the backbone of a powerful centralist regime and have lost many of their previous privileges, the military has been able to protect its core institutional interests by successfully fending off demands to reform the territorial command structure. As the military?s primary source of political influence and off-budget revenue, the persistence of the territorial system has ensured that the Indonesian armed forces have not been fully subordinated to democratic civilian control. This ambiguous transition outcome so far poses difficult challenges to domestic and foreign policymakers, who have to find ways of effectively engaging with the military to drive the reform process forward.This is the twenty-third publication in Policy Studies, a peer-reviewed East-West Center Washington series that presents scholarly analysis of key contemporary domestic and international political, economic, and strategic issues affecting Asia in a policy relevant manner.

Book excerpt: This report presents findings from a nationwide face-to-face survey of 2,627 Malaysians between March and April 2021 regarding public perceptions on the Election Commission (EC) and on election management. Malaysians by and large hold a cautious, moderate affirmation of the state of democracy in Malaysia, and of it has made notable progress over the past decade. A quarter of respondents regard the 2018 general election to be very free or/and fair, while 43 percent think that it was free/fair though not without problems. This perception appears to have been influenced by the fact that there was a change in the federal government. Public confidence in the integrity and impartiality of the election management process and the EC is weakly affirmative, as revealed by a majority expressing a lack of confidence in an eventual online voting system being handled transparently. Urban residents generally have a greater distrust of state institutions. Some notable contrasts in regional trends: -- Sarawakians have a high level of trust in state institutions. -- Sabahans have the lowest appreciation for the progress made in the state of democracy in the country, the lowest satisfaction with civil liberty, or the lowest trust in state institutions except for the Malaysian Anti-Corruption Commission (MACC) and the EC. -- West Malaysians have the lowest level of trust in the MACC and EC but express the highest level of appreciation for the progress that has been made in the state of democracy.

They range from the urban youth with laptops and highspeed Wi-Fi, to the older generation semi-rural and rural users with affordable mobile phones for Facebook and WhatsApp. Southeast Asians generally trust social media platforms more than in Western societies. This trust in social media reflects a lack of trust in local mainstream media and official sources of information. What campaign information (and disinformation) is being spread and which ones are most successful are essential for understanding how voters in Southeast Asia use and trust social media. Social media platforms and Southeast Asia’s “app industry” need clearer and enforced regulation on their use of data and the extent to which they can sell data to advertisers. These advertisers include, but are not limited to, politicians and political parties. Since the future of social media usage will likely lie in closed groups, the role of big data analyses that have dominated research on social media over the past ten years, is likely to regress. Instead, ethnographic scholars who can access these groups and engage with their particular interests and identities are more likely to be useful in understanding the digital sphere in the future.
