It considers highly topical implications for the region of possible strategic competition between China and India - the rising naval powers of Asia - with a possible naval "arms race" emerging between these countries both with naval force development and operations. As part of its "Look East" policy, India has deployed naval units to the Pacific Ocean for port visits and exercises both with East Asian navies and the US Navy, but India is also concerned about the possibility of the Chinese Navy operating in the Indian Ocean. Even as the US-India defence relationship continues to deepen, the US and China are struggling to build a closer links. China’s and India’s strategic interests overlap in this region both in maritime strategic competition or conflict – which might be played out in the Bay of Bengal, the Malacca and Singapore Straits and the South China Sea. The sea lines of communication (SLOCs) through Southeast Asian waters constitute vital "choke points" between the Indian and Pacific Oceans carrying essential energy supplies for China and other Northeast Asian countries. Any strategic competition between China and India has implications for other major maritime players in the Pacific and Indian Oceans, especially Australia, the Republic of Korea and Japan, as well as the US. This book identifies possible cooperative and confidence-building measures that may contribute to enhanced relations between these two major powers and dampen down the risks associated with their strategic competition.

The situation demonstrates the interplay between maritime nationalism and geostrategic rivalry; fuelling militarisation and endangering freedom of navigation, over-flight and exploitation of natural resources. China’s dedicated "terraclaims", land reclamation and island-building spree – enhanced with military surveillance, communications and logistics infrastructure-building in the form of port facilities, military installations and airstrips – have escalated these tensions. China declares that these territories are an integral part of its "core interests", taking an uncompromising stance on the question of sovereignty and its determination to protect the domain militarily. India, although not a South China Sea littoral state, sees both the general principle of the rules-based order and the specific issue of navigation between the Indian and Pacific Oceans as core to its own national interest. Chakraborti and Chakraborty assess the rationale and implications of India’s strategies and responses vis-à-vis the South China Sea dispute, and their impact on its overall "Act East" initiative in Southeast Asia policy. They also analyse the implications of India’s stance on the Association of Southeast Asian Nations (ASEAN), five member-states of which (Brunei, Indonesia, Malaysia, the Philippines and Vietnam) are involved in territorial disputes with China in the South China Sea. Book excerpt: The expansion of the Cholas from their base in the Kaveri Delta saw this growing power subdue the kingdoms of southern India, as well as occupy Sri Lanka and the Maldives, by the early eleventh century. It was also during this period that the Cholas initiated links with Song China. Concurrently, the Southeast Asian polity of Sriwijaya had, through its Sumatran and Malayan ports, come to occupy a key position in East-West maritime trade, requiring engagement with both Song China to the north and the Chola kingdom to its west. The apparently friendly relations pursued were, however, to be disrupted in 1025 by Chola naval expeditions against fourteen key port cities in Southeast Asia. This volume examines the background, course and effects of these expeditions, as well as the regional context of the events. It brings to light many aspects of this key period in Asian history. Unprecedented in the degree of detail assigned to the story of the Chola expeditions, this volume is also unique in that it includes translations of the contemporary Tamil and Sanskrit inscriptions relating to Southeast Asia and of the Song dynasty Chinese texts relating to the Chola Kingdom.

It is characterized by globalization, maritime trade, extra regional naval presence, asymmetric actors and non-traditional security challenges arising from climate change and natural disasters. Significantly, economics and security has been the significant feature of transactions that have shaped the historical and contemporary discourse in the region. In its historical geo-economic construct, the Indian Ocean facilitated links among the ancient trading systems of the Mediterranean, Arabian Peninsula and the Asia. There is a strong element of continuity and in the 21st century trade and energy flows link the Indian Ocean region to the global economies of the Asia–Pacific, Europe and North and South America. In its geo-strategic construct the Indian Ocean region has been an arena for rivalry between the great powers and in contemporary times the region continues to be of strategic significance to the United States, European powers, China, India and Japan whose forces are forward deployed in support of strategic and economic interests. At the functional–operational level, several extra regional navies are deployed in the Indian Ocean in support of the war on terror and to counter piracy off Somalia. In essence, the Indian Ocean region emerges as an arena of competition and cooperation and it is in this context that this paper attempts to examine its strategic dynamics. It begins by mapping the Indian Ocean and highlights the significant physical characteristics of this body of water which shape the geo-political, geo-economic and geo-strategic discourse followed by a brief historical narrative that showcases the continuity in the importance of the Indian Ocean from ancient times into the 21st century. Given these realities, it is argued that extra regional powers have exhibited a strong penchant to steer the political–economic–strategic dynamics of the Indian Ocean. Despite the apprehension of regional countries of this extra regional reality, some have been supportive of their presence. At another level, the non-traditional threats and challenges confronted by the Indian Ocean littorals are examined and proposals offered for maritime multilateralism to be a tool for states to develop cooperative mechanism for building mutual trust and confidence.
