But despite its ubiquity in public discourse and its policy relevance, it is a source of great confusion. The term is misused, in some cases deliberately one suspects, but it must be admitted that strategic theorists have offered very little worthwhile reading on the subject. This monograph clarifies the meaning of preemption and distinguishes it from prevention and precaution. It critically reviews the principal charges leveled against preventive warfare and uses that analysis to provide at least the bare bones of strategic theory, more strictly of an alternative to theory relevant to such warfare. The analysis concludes with a set of policy and strategy relevant implications for the United States. Preemption is not controversial; legally, morally, or strategically. To preempt means to strike first (or attempt to do so) in the face of an attack that is either already underway or is very credibly imminent. The decision for war has been taken by the enemy. The victim or target state can try to disrupt the unfolding assault, or may elect to receive the attack before reacting. In truth, military preemption will not always be feasible.

Dr. Gray provides definitions, reviews the history of the preventive war option, and considers the merit, or lack thereof, in the principal charges laid against the concept when it is proclaimed to be policy. Dr. Gray concludes that there is a place for preventive war in U.S. strategy, but that it is an option that should be exercised only very occasionally. However, there are times when only force seems likely to resolve a maturing danger.

In 2003, the U.S. tested that doctrine when it invaded Iraq. However, in practice the Iraq invasion represented not preemption but preventive war. This paper analyzes the costs of America's preventive war in Iraq as measured against two entities: the international community and the U.S. populace. This paper concludes that by pursuing preventive war in Iraq, the U.S. has measurably reduced its flexibility in addressing other existing and future security threats. Within the international community the jus ad bellum perceptions of America's actions have resulted in the loss of support and assistance, not only in Iraq, but also the larger global war on terrorism. On the domestic front, and for other than jus ad bellum reasons, the U.S. Administration has lost the support of the populace. As the cry of "no more Iraqs" echoes throughout America, the U.S. Administration now has less flexibility to address other remaining threats. In the end, the costs of preventive war have been too high and the preventive war policy cannot and should not survive.

RAND Project Air Force examined the nature and implications of this doctrine of striking first. This study focused on three central questions: First, under what conditions is preemptive or preventive attack worth considering or pursuing as a response to perceived security threats? Second, what role should such strategies be expected to play in future U.S. national security policy? Finally, what implications do these conclusions have for planners and policymakers in the U.S. Air Force and the other armed services as they design military capabilities and strategies to deal with national security threats in the next decade? The study concluded preparing for such operations should not be a key driver for change in U.S. military capabilities because large-scale U.S. first strike will be infrequent and present few unique operational military requirements, although the intelligence requirements for these strategies are highly demanding. Planners should also recognize that this doctrine may affect the types of threats posed against U.S. forces and interests by potential adversaries.

Bush became the first American president to articulate in official policy the willingness of the United States to engage in preemptive warfare. This "Bush Doctrine" set off a significant debate among policymakers and moralists as to the nature of preemptive war and whether or not the United States' preparations to invade Iraq shortly thereafter were de facto preemptive or preventive. These debates often lacked clarity. The Bush administration and other policymakers frequently used the terms preemptive and preventive as if they were interchange, though they are not. Moralists frequently considered the morality of such action by reference to "the Just War Tradition" as if it was one, consistent voice throughout history, though it is not. This paper attempts to clarify these matters by differentiating between the theocentric and anthropocentric Just War traditions that developed in the West, clarifying the nature of preemptive and preventive warfare according to these traditions, and providing an historical analysis of the morality of preemption and prevention as articulated in the writings of major theocentric Just War theorists from the ancient to the early modern period.
