Book excerpt: The relevance and economic implications of public procurement – which represents 12% of GDP and one-third of government expenditures in the OECD area - make it a powerful tool for improving public service delivery. At the same time, governments are increasingly using their purchasing power to pursue strategic objectives in different policy areas such as sustainability, innovation or providing support to small and medium-sized enterprises (SMEs). Making it easier for SMEs to access public procurement opportunities improves the general economic environment, promotes inclusive growth and supports principles such as equal treatment, open access and effective competition. This report takes stock of the approaches adopted in 37 OECD and non-OECD countries to help SMEs perform better in public procurement markets, including removing barriers to their participation. The report also describes the main features of a public procurement system that benefits both the public sector and SMEs.

Over 99% of Canadian businesses are small and medium enterprises. These companies are an integral part of Canada's economy, accounting for 45% of GDP, 64% of all jobs in the economy, and 53% of net employment growth. Within the range of SMEs, small companies are defined as companies that produce goods and have less than 100 employees, or that provide services and have less than 50 employees. Further, over 87% of all Canadian businesses have fewer than 20 employees, accounting for over 2 million jobs. ... SMEs are equally important to Government of Canada procurement. Each year, Public Works and Government Services Canada (PWGSC), on behalf of government, awards more than $16 billion in contracts for goods and services. On average, approximately 40% of the value, and 76% of the number, of contracts with Canadian companies goes to SMEs. For contracts worth less than $1M, these percentages rise to 75% and 80% respectively. These figures represent businesses in all parts of Canada that help the government benefit and serve Canadians. SMEs matter to procurement. As part of its overall mandate, Public Works and Government Services Canada (PWGSC) continuously seeks to investigate and develop services for increasing the efficiency and economy of the federal public administration and for enhancing integrity and efficiency in the contracting process. Book excerpt: Abstract Mozambique is characterized by a significant diversity of mineral resources such as coal, graphite, gold, oil, gas, among others. The potential of the Mozambican economy brings large investments from foreign companies interested in implement mega projects. As such, Mozambique attracted in the last 20 years companies like Vale and Rio Tinto for coal reserves, Eni, and Anadarko for hydrocarbon sector, and Exxon Mobil for oil and gas reserves. Although, the implementation of these projects needs to take in account the direct impact and side effects on the economy and the influence of the huge demand from the projects on the local capacity, to ensure that in the long term the local business can partner with the mining industry, through different channels such as strategic alliances. This is to guarantee that local industries can be part inclusive of the transformational framework in the mining sector. This study aims to look at the local economic framework and current constrains in the development of Local Content (LC). The analysis will include the discrepancies in the concept, and it will examine different perspectives where the economy can benefit from the inclusive approach in the supply chain. A specific analysis will address the institutional framework and governance intervention for the enhancement of Small and Medium Enterprises (SMEs) capability in the supply processes through E-procurement from Multinationals Enterprises (MNEs). Alternatives to the current intensive awarding of foreign suppliers will be discussed. A survey to SMEs will be evaluated to gather the main limitations from the local business to develop long-term strategies towards a promotion of the local industry. Key words: supply chain management, small and medium enterprises, multinational companies, e-procurement, mineral resources.

The specific objectives were to find out if the procurement officers have necessary skills to facilitate the use of e-procurement, to examine the extent of availability of technological infrastructure to support e-procurement and to identify challenges facing CRDB bank in adopting e-procurement. The research design used was case study and a sample of 20 respondents was used. Data were collected using questionnaire and interview. The analysis of findings was done using descriptive statistics and narrative notes whereby tables and charts were used. Findings of the study showed that CRDB bank has started to procure online recently and for now it partially procures online. IT infrastructure in the bank strongly supports the adoption of e-procurement. Nevertheless, e-procurement has been seen as strategically important and it is driven by management. The bank personnel have the skills needed to cope with the changes. Conclusively, the study shows that the adoption of e-procurement in private sectors particularly in CRDB bank is feasible. The important thing is for the organizations and their managements to take initiatives on how to improve the facilitation of e-procurement. Furthermore, the researcher recommends that managements should make a cost benefit analysis on e-procurement, improve their technological infrastructure, organize trainings for staffs and improve the networks and systems in order to make e-procurement a success.
