Book excerpt: In order to assess the contribution of the White Paper it is important to define the baseline scenario that will provide the benchmark against which we will measure the contribution of the interventions. For the needs of the White Paper evaluation this includes: A description of how the problem and its underlying causes - as identified at the time of the adoption of the White Paper - as expected to evolve in the case of no policy action. A definition of the expected evolution of the relevant parameters of the transport system that reflects the key objectives of the White Paper. This presents in quantitative terms (or when not possible in qualitative terms) the baseline scenario, namely what would have happened if the policies and measures that are deemed to be the result of the White Paper were not in place. For the purposes of this exercise we have used a combination of desk research and modelling. More specifically: We analysed the Impact Assessment study that supported the development of the 2011 White Paper (European Commission, 2011a). We focused on the description of the problem, its underlying root causes and the expected evolution under the 'no policy change' scenario. Where relevant, we have incorporated input from the White Paper Impact Assessment (European Commission, 2011b). The analysis is presented in Section A of this Annex where we present in qualitative terms the main aspects of the Baseline scenario. We have then used the PRIMES-TREMOVE model to quantify the baseline and the Alternative scenarios. The quantitative analysis involves a number of key indicators covering economic, environmental and social aspects of the operation of the transport system and reflects the objectives of the White Paper. In Section B of the present Annex we provide an overview of the key results of the runs of the model for the two scenarios. Finally, as part of a quality check of the results of the baseline scenario, we carry out a comparison between the baseline scenario and the No policy change1 scenario (as presented in the IA study of the White Paper) and we identify areas where there are deviations between the two scenarios.

These were covered as part of the same online consultation, which was live between 1 July and 23 September 2020. The report also contains a summary of the responses to the online consultation on the European Commission's roadmap for its forthcoming strategy. The online consultation on the roadmap was live between 1 July and 10 August 2020. The analysis was undertaken as part of a study that is supporting the Commission in its evaluation of the 2011 Transport White Paper, which is being led by Ricardo with support from TEPR, TRT, E3M and M-Five. The online consultation was live between 1 July and 23 September 2020. The report first analyses the responses to the OPC that were related to the evaluation of the White Paper. This is followed by separate analyses relating to the 'Sustainable and Smart Mobility Strategy', first of the responses to the roadmap and then the responses relating to OPC. The report concludes with a summary of the additional responses that respondents submitted in support of their responses to the OPC.

Book excerpt: The overall goal set out in the 2011 White Paper for Transport is to reduce GHG emissions from transport (including international aviation but excluding international shipping) by 2050 to a level that is 60 % below that of 1990. This includes the milestone for 2030 of reducing greenhouse gas emissions from transport by 20 % compared with 2008 levels. Similarly, emissions from international shipping are to be reduced by 40 % from 2005 levels by 2050. It is to be noted that the White Paper does not assume a linear trajectory of emission reductions, but expects increased decarbonisation efforts after 2030, with cleaner and more efficient technology becoming gradually more widespread. Applying these shares to EEA data1 for EU27, the goals to be reached are:  761.6 Mton CO2 equivalent emissions from transport (including international aviation but excluding international shipping) at 2030;  290.6 Mton CO2 equivalent emissions from transport (including international aviation but excluding international shipping) at 2050;  92 Mton CO2 equivalent emissions from international shipping at 2050. EEA data show that in 2018 CO2 emissions from transport in EU27 (including international aviation but excluding international shipping) were still 32% above 1990 levels and that to meet the 60% greenhouse gas emission reduction target of the 2011 Transport White Paper they need to fall by two-thirds by 2050. Nonetheless, despite a decline between 2008 and 2013, GHG emissions from the EU-27 transport sector (including international aviation and excluding international shipping) have been increasing since 2014 in the context of a period of low oil prices. The trend in emissions is in line with transport activity of both passenger and freight, which plateaued between 2007 and 2013 and grew up again from 2014 onwards.

The consultation activities were as follows: - A survey of national and regional authorities was launched on 13 December 2019 and remained open until 31 March 2020; - An interview programme was launched on 17 December 2019 and remained open until 4 May 2020; - An OPC was launched on 1 July 2020 and remained open until 23 September 2020. Further detail on each of the consultation activities is presented in Chapter 2, and a summary of the results is presented in Chapter 5.
