Book excerpt: Local communities affected by a base closure are uncertain as to their future and look to the federal government for guidance and economic assistance in rebuilding their local economy. The local communities want to close the base with as little federal government interference as possible and convert the base to civilian use with as much federal financial assistance as possible. During 1993-1994 two Air Force Institute of Technology research teams began logitudinal case studies of the base closure and rescue process at Gentile Air Force Station, Ohio to determine the effectiveness of the federal government's current approach. These research teams identified three main federal agencies involved in the process: Office of Economic Adjustment (OEA), Base Transition Office (BTO), and the Air Force Base Conversion Office (AFBCA). This case study is a continuation of their research and studies the same three agencies during the reuse planning phase of base closure. The recommendation for the federal government is to consolidate the OEA, BTO, and AFBCA into a single, Department of Defense base closure office and locate representatives from this office at each closure base authorized to act as a single federal interface with the local community regarding base closure and reuse issues.

This study looks at the community and the impact of installation closure. The process of planning for reuse of an installation is difficult and confusing. The guidance provided by the government has changed drastically since the first closures announced in the 1988 Base Realignment and Closure Committee recommendations. This study focuses on the strategy employed by Kettering, OH to successfully reuse Gentile AFS upon closure. As the final part in a longitudinal study, the research focus was lessons learned and implementation challenges for the city of Kettering. Research findings indicated Kettering would be successful in their attempts to reuse Gentile AFS as a business park. Recommendations were to locate a liaison on site to deal with the daily operations of conveying the facilities and property to the local community. This liaison should be employed by the local community to represent the community's interests. Further, the model used by Kettering could be adapted for any installation and help the local community break down the enormous task of reutilization into several tasks of more manageable size.

Communities affected by these closures must contend with regulations of numerous agencies which impact the closure process. Since 1961, DOD's Office of Economic Adjustment (OEA) has assisted communities in their attempts to recover from effects of base closures. In the 1980s and 1990s, the government's level of involvement increased; it added the Air Force Base Conversion Agency (AFBCA) and the Base Transition Office (BTO) to assist communities' recovery efforts. Through a review of historical data, a case study of the conversion activities at Gentile Air Force Station, OH, and a cross-site analysis of 13 other closing or closed bases, the authors studied the functions and activities of the three main conversion agencies. Recommendations for the Federal Government include timely and relevant training for community leaders on the conversion process, and the development of a single agency based in Washington, with a staff at each closing base that is empowered to carry out the functions of the OEA, AFBCA, and BTO. Book excerpt: Since 1988 the United States federal government has been closing military installations in the United States through the Base Realignment and Closure (BRAC) process. Some communities are able to quickly redevelop their former bases into thriving new neighborhoods within their borders while others are unsuccessful. This thesis is a case study of why redevelopment of the former Naval Air Station, Alameda (Alameda Point) has failed for over 10 years. After a historical overview of Alameda Point, I generally describe the base closure process before exploring themes from several case studies of both successful and unsuccessful base redevelopment. The successful base reuse projects had community support, employed creative and adaptive financial strategies, and were seen as public benefits by the communities. Along with lack of leadership, unsuccessful base reuse efforts had elements of divisiveness within the community or among the involved stakeholders. I then used the above themes to analyze the Alameda Point case. There is now arguably little community support for the most current Alameda Point redevelopment plans. The City's policy of fiscal neutrality complicates the employment of creative and adaptive financial strategies. Finally, public benefits are not apparent in the current planning for Alameda Point. Lack of City leadership and competing interests amongst stakeholders has led to divisiveness in Alameda furthering stalled redevelopment. Alameda Point has additional issues making redevelopment stagnate including environmental cleanup uncertainty, property conveyance procedures, land use economics and property restrictions. I concluded this thesis with recommendations for public-private partnerships and for further research to include a case study comparing Hunter's Point, Treasure Island, and Alameda Point. Finally, I offer a learned approach to base reuse that requires City leaders and developers to create a financially feasible reuse plan with community supported public benefits. Once approved, this plan must be expeditiously built out to ensure market survivability and delivery of public benefits for a community that puts a very high value on public land.

This environmental impact statement has been prepared in accordance with the National Environmental Policy Act to analyze the potential environmental consequences of the disposal and reasonable alternatives for reuse of the station. The document includes analyses of community setting, land use and aesthetics, transportation, utilities, hazardous materials and hazardous waste management, geology and soils, water resources, air quality, biological resources, and cultural resources. Three reuse alternatives were examined: a Proposed Action that includes industrial and commercial development; a Mixed Use Alternative that features commercial, industrial, and residential development; and an Industrial Alternative that features industrial and public facilities/recreation use of Gentile AFS. All alternatives include a Defense Finance and Accounting Service satellite office. A No-Action Alternative, which would entail no reuse of station property, was also evaluated. jg p5.
