Book excerpt: "China's accession to the World Trade Organisation (WTO) in 2001 was hailed as the natural conclusion of a long march that started with the reforms introduced by Deng Xiaoping in the 1970s. However, China's participation in the WTO since joining has been anything but smooth, and its self-proclaimed "socialist market economy" system has alienated many of its global trading partners - as recent tensions with the United States exemplify. Prevailing diplomatic attitudes tend to focus on two diametrically opposing approaches to dealing with the emerging problems: the first is to demand that China completely overhaul its economic regime; the second is to stay idle and accept that the WTO must accommodate different economic regimes, no matter how idiosyncratic and incompatible. In this book, Mavroidis and Sapir propose a third approach. They point out that, while the WTO (as well as its predecessor, the General Agreement on Tariffs and Trade [GATT]) has previously managed the accession of socialist countries or of big trading nations, it has never before dealt with a country as large or as powerful as China. Therefore, in order to simultaneously uphold its core principles and accommodate China's unique geopolitical position, the authors argue that the WTO needs to translate some of its implicit legal understanding into explicit treaty language. Ianchovichina and Walmsley assess the possible channels through which China's accession to the WTO could affect East Asia and quantify these effects using a dynamic computable general equilibrium model. China will be the biggest beneficiary of accession, followed by the industrial and newly industrializing economies (NIEs) in East Asia. But their benefits are small relative to the size of their economies and to the vigorous growth projected to occur in the region over the next 10 years. By contrast, developing countries in East Asia are expected to incur small declines in real GDP and welfare as a result of China's accession, mainly because with the elimination of quotas on Chinese textile and apparel exports to industrial countries China will become a formidable competitor in areas in which these countries have comparative advantage. With WTO accession China will increase its demand for petrochemicals, electronics, machinery, and equipment from Japan and the NIEs, and farm, timber, energy products, and other manufactures from the developing countries in East Asia. New foreign investment is likely to flow into these expanding sectors. The overall impact on foreign investment is likely to be positive in the NIEs, but negative for the less developed East Asian countries as a result of the contraction of these economies' textile and apparel sector. As China becomes a more efficient supplier of services or a more efficient producer of high-end manufactures, its comparative advantage will shift into higher-end products. This is good news for the poor developing economies in East Asia, but it implies that the impact of China's WTO accession on the NIEs may change to include heightened competition in global markets. While the government had begun liberalizing the Chinese economy long before joining the WTO, the accession induced regulatory, institutional and normative changes that have transformed the landscape of trade and investment in China. The profound impact of the WTO stems directly from the extensive commercial and rule commitments China undertook in its accession. Focusing on the most significant of these commitments, the paper examines their implications for Chinese constitutional law and their effect on the regulation of foreign trade, foreign investment, intellectual property rights, and domestic governance. In addition, it looks at enforcement of China's commitments through the WTO review and dispute settlement mechanisms. The paper concludes that China's WTO accession has made its foreign trade and investment regime far more liberalized and less opaque than a decade ago. More importantly, the accession has institutionalized the process of China's domestic reform externally through the force of WTO obligations. Book excerpt: Set in the aftermath of China's entry into the World Trade Organization, Disaggregating China, Inc. questions the extent to which the liberal internationalist promise of membership has been fulfilled in China. Yeling Tan unpacks the policies that various Chinese government actors adopted in response to WTO rules and shows that rather than disciplining the state, WTO entry provoked a divergence of policy responses across different parts of the complex party-state. Tan argues that these responses draw from three competing strategies of economic governance: market-substituting (directive), market-shaping (developmental), and market-enhancing (regulatory). She uses innovative web-scraping techniques to assemble an original dataset of over 43,000 Chinese industry regulations, identifying policies associated with each strategy. Combining textual analysis with industry data, in-depth case studies, and field interviews with industry representatives and government officials, Tan demonstrates that different Chinese state actors adopted different logics of adjustment to respond to the common shock of WTO accession. This policy divergence originated from a combination of international and domestic forces. Disaggregating China, Inc. breaks open the black box of the Chinese state, explaining why WTO rules, usually thought to commit states to international norms, instead provoked responses that the architects of those rules neither expected nor wanted.

Reduction in agricultural protection may hurt some farmers.Possible policy changes considered to offset these impacts include reductions in barriers to labor mobility and improvements in rural education. The authors estimate that the removal of the hukou system would raise farm wages and allow 28 million workers to migrate to nonfarm jobs. If, in addition, there is an increase in education spending that results in a percentage point increase in the annual skilled labor growth rate, approximately 32 million farm workers would leave their job for jobs in the nonfarm sectors.
