And why did it eventually change its approach, shifting from military confrontation to economic reform and reconciliation with China in the late 1980s? Drawing on rarely accessed archival documents, Kosal Path explores this major change in Vietnamese leaders' objectives and strategies. Unlike most studies, which attribute the invasion to political elites' paranoia and imperial ambition over Indochina, Path argues that Hanoi's move was rational and strategic, intended to resolve its economic crisis and counter imminent threats posed by the Sino-Cambodian alliance by cementing its own alliance with the Soviet Union. As these costly efforts failed in the 1980s, Vietnamese thinking shifted from the doctrinal Marxist-Leninist ideology that had prevailed during the last decade of the Cold War to the approach that would come to characterize the post-Cold War era. Path traces the moving target of Vietnam's changing priorities: first from military victory to Socialist economic reconstruction in 1975-76; then to military confrontation in 1978-1984; and finally, in 1985-86, to the broad reforms dubbed Doi Moi ("renovation"), meant to create a peaceful regional environment for Vietnam's integration into the global economy. Path's sources include internally circulated reports from provincial authorities, ministries, and ad hoc Party committees--materials that have been largely masked by the Vietnamese nationalist history of Vietnam's selfless assistance to Cambodia's revolution and glossed over by the Cambodian nationalist narrative of Vietnam's longstanding imperial ambition in Cambodia"--

Book excerpt: This book aims to provide an analysis of Cambodia-Thailand diplomatic relations over the past seven decades, specifically from 1950 to 2020. While other academic publications have focused on particular aspects of Cambodian-Thai relations (e.g. border conflicts or cultural ties), this book is the first to cover a comprehensive history of diplomatic relations between the two countries starting from the establishment of official diplomatic ties in 1950 to the present. In addition to empirical discussion, it seeks to explain why Cambodian-Thai relationships have fluctuated and what primary factors caused the shifts during the period discussed. In doing so, it employs the “social conflict” analysis, which views states not as unitary actors, but within which are comprised of different societal forces competing with one another and pursues foreign policies in accordance with their own ideology, interest, and strategy. As such, it is postulated that Cambodia-Thailand diplomatic relations should not be seen simply as relations between two unitary states cooperating with or securitizing against one another, but rather as a matrix of intertwining relationships between various social and political groups in both states harboring competing ideologies and/or interests to advance their power positions at home.

Book excerpt: China’s Hydro-politics in the Mekong explores the intricate processes of conflict and cooperation over the use of water resources in the Mekong river basin between upstream China and the downstream countries of Laos, Thailand, Cambodia, and Vietnam. The book tackles two gaps in the empirical literature: first, the neglect of international hydro-politics as one specific and increasingly important issue area of China’s foreign policy behavior, especially its neighborhood diplomacy; and second, the disregard of China’s role in Mekong River politics. In particular, this book scrutinizes the ‘spring 2010 Mekong crisis’ and the events surrounding it which led to a series of complex multi-level, security-related interactions among various state and non-state actors in the region, with China at the center. Analyzing this crisis, the book not only employs securitization theory as its theoretical framework and adds a couple of innovations to this theory, but also gives a detailed account of China’s hydro-political behavior in one specific and particularly revealing case study. Moreover, the book embeds China’s Mekong hydro-politics in the bigger picture of its (sub-)regional international affairs, as the former does not take place in a vacuum, but rather is a part of China’s overall foreign relations with its neighbors. The book acknowledges this link and provides new insights into the role of hydro-politics and its relationship vis-à-vis other issue areas of China’s foreign policy.

Book excerpt: When the Vietnam War ended with the North Vietnamese capture of Saigon on April 30, 1975--27 months after a cease-fire had been signed in Paris--the differences between the United States and Vietnam were far from being resolved. Mutual bitterness regarding the war remained. Newly unified Vietnam wanted normalization of relations and the subsequent economic reconstruction aid promised in the Paris Peace Accords. Understandably wary of such diplomatic relations, the United States requested information regarding soldiers listed as missing in action and assistance with the repatriation of military remains. A series of misconceptions and misunderstandings as well as changes from a regional to a global U.S. foreign policy left both countries bereft of an easy solution. This book describes the negotiations during the late Ford and early Carter administrations (1975-1979) and discusses the repercussions the diplomatic stalemate had on the domestic and international politics of the United States and Vietnam, emphasizing the conflicting priorities and political goals of both countries, at home and abroad. This previously neglected period in United States-Vietnam relations deals with issues such as Hanoi's constant exultation over the victory, American denial of responsibility, the division between the presidents' public declarations and congressional policies, and both sides' use of the MIA issue. Based primarily on recently declassified documents and former U.S. official Douglas Pike's uncensored collection, the work also makes use of media press sources from America, Vietnam, Britain, France and China. Interviews with Vietnamese immigrants and former U.S. politicians provide insight unavailable in written histories. Appendices contain the February 1973 correspondence between President Nixon and the Prime Minister of the Democratic Republic of Vietnam, six diplomatic notes from 1976, and a January 30, 1979, letter from President Carter to Chinese Vice Premier Deng Xiaoping.

Using its soft-power projection to promote its own national interests, China has not sought to replace or supplant the United States in its role of security provider in the Middle East, Southeast Asia, or Latin America. U.S. policymakers must recognize China's objectives of maintaining its own internal stability and economic growth as they craft policies to ensure the United States promotes its own policies effectively. The United States can do more to collaborate with China in the developing world, particularly in the areas of energy, health, agriculture, and peacekeeping. If such collaboration were to take place, both nations would find themselves working toward a great global public good.

Although most Americans paid little attention to Cambodia during Dwight D. Eisenhower’s presidency, the global ideological struggle with the Soviet Union guaranteed US vigilance throughout Southeast Asia. Cambodia’s leader, Norodom Sihanouk, refused to take sides in the Cold War, a policy that disturbed US officials. From 1953 to 1961, his government avoided the political and military crises of neighboring Laos and South Vietnam. However, relations between Cambodia and the United States suffered a blow in 1959 when Sihanouk discovered CIA involvement in a plot to overthrow him. The failed coup only increased Sihanouk’s power and prestige, presenting new foreign policy challenges in the region. In Eisenhower and Cambodia, William J. Rust demonstrates that covert intervention in the political affairs of Cambodia proved to be a counterproductive tactic for advancing the United States’ anticommunist goals. Drawing on recently declassified sources, Rust skillfully traces the impact of “plausible deniability” on the formulation and execution of foreign policy. Book excerpt: The year 2021 marks the thirtieth anniversary of the signing of the Cambodian Peace Agreements which ended the Cambodian conflict and the Cold War in Southeast Asia. Communism was a perennial concern in Singapore and Malaya (later Malaysia) from 1948 into the 1980s -- a concern which younger generations may not appreciate. The threat came largely from the Communist Party of Malaya (CPM) supported by China, and from Vietnam. The CPM waged a guerrilla war in Malaya. They were defeated by 1960 but tried to revive the insurgency in the 1970s. In Singapore, they attempted to attain political power through a united front with the People’s Action Party during the 1950s. The victory of the communists in the Vietnam War in 1975 alarmed non-communist Southeast Asia. The concern was aggravated by Vietnam’s invasion of Cambodia in 1978. ASEAN states strongly opposed Vietnam’s action on the grounds that the invasion and occupation of a sovereign country violated a fundamental principle of international law. Successive UN General Assembly resolutions supported the ASEAN position with significant majorities. Thailand was pivotal to the security of the rest of non-communist Southeast Asia. Had it succumbed to Vietnam’s pressures and reached an accommodation with Hanoi, the security of the rest of Southeast Asia would have been endangered. Thailand stood firm. Had it not done so, the people of Southeast Asia would be living in a different world today.
